We have an exciting opportunity for a Stakeholder Engagement Manager (Global Grade 11) to join the Flexibility delivery team on a permanent basis.
Team Overview:
This role will sit in the newly formed Flexibility delivery team, which will deliver and support the transition of Elexon to the role of Market Facilitator (as appointed by Ofgem in July 2024). The team will be comprised of resources from Elexon's Market Design, Code Management and Market Intelligence teams, with direct oversight from the CEO and working under Ofgem's leadership. The Felxibility team is responsible for developing and progressing the implementation of Elexon as the Market Facilitaor, developing Elexon's wider flexibility strategy, and engaging with stakeholders in the broader flexibility markets.
Job Purpose:
Elexon has been appointed by Ofgem to deliver the Market Facilitator role. Ofgem, working with Elexon, will establish the Market Facilitator role through three workstreams - Detailed Design, Implementation, and Transition.
The Stakeholder Engagement Manager will be responsible for leading on stakeholder engagement and communications with key stakeholders for the Market Facilitator role. This will include developing a clear communications and engagement plan for the role, liaising with key stakeholders, managing transition of work from Open Networks for the Market Facilitator and working with the wider business to embed the role into live operations in late 2025/early 2026. This is a crucial role in a relatively new and growing team, at an exciting time for Elexon and you will be joining at a critical time for the organisation., + Develop a clear stakeholder engagement programme for the Market Facilitator, working alongside Ofgem and Open Networks ENA. This includes mapping key stakeholders, creating a communications and engagement plan, and crafting key messages to be delivered across various channels.
+ Be a key external representative for Elexon, working with the Head of Flexibility and wider Elexon team to deliver the communications and engagement plan, which will support to standardise and drive alignment between stakeholders and flexibility markets
+ Act as the key contact for a wide range of stakeholders, delivering all internal and external communications around the market facilitator role. This includes supporting the Corporate Affairs team and providing the latest news and developments to feed into wider Elexon communications and engagement
+ Support to build relationships with distributed flexibility stakeholders, through clear and consistent communications, supporting to build internal knowledge of their individual needs and broader challenges, to support building solutions that enable growth and innovation within the flexibility markets
+ Support to plan, coordinate and deliver events, workshops and meetings as part of stakeholder engagement within the transition phase of the role, and longer-term
+ Develop key external messaging including corporate presentations, slide decks, speeches and thought leadership from the CEO, Executive and senior leadership, as well as providing content for workshops with stakeholders
+ Work alongside Elexon Code Management, Market Design and Legal teams, to support their communications needs and gather updates to share with wider stakeholders.

+ Experience in developing and delivering best practice stakeholder engagement programmes for a wide range of diverse stakeholders with different needs, to drive alignment.
+ Experience of gathering and sharing insight to inform strategic engagement planning.
+ The ability to set direction and coordinate with others internally to deliver stakeholder engagement programmes at pace.
+ Experience in building strong relationships with external stakeholders and using them to deliver clear outcomes.
+ Experience in measurement and evaluation; setting objectives and using learnings to adapt stakeholder engagement approaches.
+ Experience in championing new ideas and innovation to improve outcomes.
+ Ability to write clear and concise communications appropriate for different audiences and channels
+ Experience in planning and delivering complex communications programmes, as part of a multi-disciplinary project team.
+ Devising and implementing ways to gain feedback, and measure and maximise the impact of communications.
Developmental/ Desirable:
+ Knowledge of the Balancing and Settlement Code (BSC) and flexibility markets
+ Understanding of Distribution Network Operators and the GB energy market
+ Media Relations and social media
+ Understanding and knowledge of the political landscape and energy sector
+ Existing relationships within the energy sector
+ Influencing skills
+ Proficient knowledge of electricity, gas market arrangements and procedures addressed by other agreements or equivalent experience in regulation and governance
