Full Job Description

Support and develop the production of strategic documents and advice in line with the Long Term Planning Process (LTPP) to provide consistency in cross-industry planning. Support and maintain stakeholder relationships internally and externally to ensure agreement and alignment of key strategic outputs. Work with the Senior Strategic Planner to manage virtual teams in the process of developing strategic advice.

About the role (External)

1. Facilitation of cross-functional input to the development of Strategic Advice.

2. Develop Strategic Advice for specified areas and contribute to development of Strategic Advice for more complex routes, both from internal perspective (i.e. Operating Route / Area) and external perspective (i.e. by strategic route), based on the needs and priorities of stakeholders to make sure that they are being met (e.g. regulatory outputs and customer commitments).

3. Undertake analysis work for pieces of Strategic Advice, and develop train service specifications for assessment by Advanced Timetable Team.

4. Work with the Senior Strategic Planner to undertake business appraisal of complex projects and route strategies.

5. Identify industry benefits of rail capacity changes, journey time improvements etc. Specify and obtain demand forecasts.

6. Work with sponsors of major asset renewal and enhancement schemes to develop in alignment with Strategic Advice, where appropriate, combined renewals and enhancement strategies.

7. Assist in identifying the needs and priorities of stakeholders and monitor to ensure that they are being considered.

8. Participate in liaison with internal and external parties as required by the line manager to support the Strategic Planning team’s activity.

· Degree or degree equivalent qualification

· Knowledge of Rail Industry and Network Rail’s contractual commitments to customers and suppliers

· Analytical skills and numeracy

· Good interpersonal and communication skills

· Commercial and financial awareness, including understanding economic trade-off analysis

· Knowledge of rail industry and commercial framework

Desirable

· Good knowledge of the customers and assets of the route

· Knowledge of estimating techniques, risk analysis and economic models and tools

· Knowledge of project development and delivery processes

· Knowledge of Network Rail’s sponsorship and Investment processes and procedures

· Knowledge and understanding of project and contract management

Salary: £35,582 - £40,029 and an Inner London location allowance of £3,270 per annum, pro/rata and many more benefits, Keeping people safe on the railway is at the heart of everything we do, safe behaviour is therefore a requirement of working for Network Rail.
