Full Job Description

An exciting 12 month's opportunity has risen in the People Division for a Band 8a Strategic Resourcing Lead.
This is an excellent opportunity for an experienced Recruitment and Resourcing professional to lead and inspire a small recruitment team managing the entire recruitment function.
The successful candidate would benefit from extensive experience in managing high volume recruitment campaigns and also demonstrate a successful track record in achieving demanding targets and meeting service level agreements in complex environments.
This is a busy and varied leadership role that offers the opportunity to have a real impact on the performance of our Trust and ultimately the care we provide., The post holder will lead a Recruitment team to deliver transactional HR services ensuring that the service is customer focussed, efficient and professional.
The post holder will also support the team to develop and deliver creative recruitment strategies within candidate shortage markets, while addressing improvements in our employment journey, employer brand and recruitment and selection processes.
Whilst there are some specific areas of focus for the successful candidate, there is an opportunity for the right candidate to help support our current transformation journey as we look to enhance the recruitment offer being provided., Our people are at the heart of what we do and fundamental to our success. This role will lead the capacity and capability strand of our people strategy to ensure the Trust has the right people in the right roles delivering the right impact.
The post-holder will be the strategic lead for the Recruitment Team, within the Trust, shaping and determining the direction and delivery of a comprehensive service delivery to support the Trust in meeting key strategic and operational workforce objectives. They will be expected to successfully operationalise strategy and policy, leading the Recruitment Team in the delivery of efficient, legally compliant, timely, accurate, consistent and proactive Recruitment service to support the Trust's key HR metrics and performance indicators.

The post holder will be responsible for:
Service Performance
· Continuously review the existing functions of Recruitment Service in order to improve operational service delivery, quality, accuracy and timeliness, integrating similar tasks and expertise in order to create a fit for purpose recruitment service, which promotes efficiency, flexibility, innovation and improved value generation.
· Ensure the development of the function is based on both the current and future needs of the organisation and will support the delivery and achievement of HR strategies and objectives.
· Undertake process mapping exercises, in order to assess and establish improvements in efficiency, effectiveness, cost, time and quality, supporting a culture of continuous improvement.
· Develop customer focussed processes and procedures, developing high impact standards and quality controls for all aspects of transactional service delivery, building a platform of excellence for the customer experience.
· Monitor and publish key performance indicators (KPI's) with clear visual presentation, in order to measure success of the function, reporting regularly against performance and timeliness.
· Be accountable for the performance against Key Performance Indicators for all recruitment and monitor service level agreements across the organisation, further identifying opportunities for improving processes and developing the team.
· Establish and monitor controls in all aspects of service delivery to ensure compliance with national and legislative requirements, standards and regulations.
· Build effective working relationships and promote positive and timely communication with the wider HR community and other key stakeholders across the organisation.
· Responsible for developing robust and customer focused policies and procedures for the
Recruitment function, which impact across the organisation.
· Work with other benchmark organisations to ensure a consistent approach to the implementation of national resourcing changes.
· Build effective working relationships and promote positive and ongoing communication with internal and external customers, other HR team members and key stakeholders across the organisation.
Recruitment Service
· Provide leadership and direction to transactional recruitment activities to ensure processes for recruitment are efficient and comply with national standards and legislative and governance requirements.
· Use data and insight to analyse the workforce, determine current and future workforce
needs to identify gaps in order to promote an evidence based and data-driven approach to resourcing.
· Define talent gaps, solutions and resourcing priorities in consultation with the Operational leads and HR Business Partners, focussing on talent pipelines and mobility, apprenticeships and links with skills programmes via the Academy.
· Support the development of creative sourcing strategies for our most critical roles.
· Drive improvements in the end-to-end recruitment process, continually refining internal processes based on applicant and stakeholder feedback, with the aim of delivering a 'best in class' service. They champion the effective use of technology within the Trust recruitment function, optimising TRAC to minimise the administrative burden on hiring managers, applicants and the recruitment teams themselves.
· Develop and implement recruitment training to ensure that managers are equipped with the knowledge, skills and resources needed to recruit for their teams.
· Act as an advocate for an open, fair and transparent approach to recruitment ensuring that the Trust meets best practice standards at all times, though supporting the development and implementation of key EDI initiatives relating to recruitment and for monitoring their effectiveness across the organisation.
· Work collaboratively with the Academy and the HR Business Partners to develop and implement employee retention programmes and strategies to improve workforce turnover and retain key talent.
People Management
· Provide robust and effective day to day line management for all activities including workflow management, performance monitoring and troubleshooting to ensure team members are motivated and high performing.
· Set individual and team objectives, undertake regular development appraisals and ensure all team members have personal development plans, instilling a culture of continuous personal development and staff involvement in order to achieve a high quality, high performing service.
· Develop team members to their full potential through effective coaching, recognition, regular feedback and ongoing management of personal development plans as well as striving to provide team members with development opportunities.
· Ensure the delivery of consistent and high-quality advice and guidance by developing
knowledge and consistency of approach throughout the team through regular case review and feedback.
· Ensure both the team and individual behaviours support and provide a consistently professional, dedicated and helpful customer service to all external and internal stakeholders in line with Trust values.
· Ensure that all levels of staff are recruited, developed and motivated to maintain and improve the Service's performance, engendering a culture of outstanding customer service and achievement of organisational objective.
