Full Job Description

We are seeking an experienced and forward-thinking Waste and Recycling Policy and Strategy Manager to play a pivotal role in developing and driving the future strategy of our waste services. Reporting to the Head of Waste Services and Street Scene, you will lead the development of policy, strategy, and objectives to ensure high-quality waste management across our service areas, including waste and recycling collection, disposal, and Recycling Centre operations. This is an opportunity to shape waste and recycling services within a large, complex organization that prioritises sustainability, innovation, and customer service., Policy & Strategy Development: Work closely with the Head of Waste Services to create and refine strategic goals that align with organisational priorities and meet community needs. You will be instrumental in setting objectives that guide waste and recycling services across various functions.
- Service Improvement Initiatives: Collaborate with the Operational Delivery Manager - Waste and the Commercial Waste Business Manager to drive service performance, develop improvement initiatives, and optimise service delivery.
- Cross-Departmental Collaboration: Work with other service areas to support major projects and service delivery improvements, ensuring seamless and efficient collaboration across departments.
- Leadership & Support: Act as the deputy for the Head of Waste Services and Street Scene when necessary. Provide cover for the Operational Delivery Manager - Waste and the Commercial Waste Business Manager as required, supporting the team's operational and strategic needs.

Team Leadership and Motivation: A strong ability to engage, coach, and motivate teams while setting clear targets and expectations.
- Customer Service Focus: Proven track record in delivering high levels of customer service, ensuring customer satisfaction through clear communication and responsive service.
- Performance Management: Experience in managing team performance, providing constructive feedback, and driving improvements through effective leadership.
- Project Management: Demonstrated experience in planning and implementing projects within time and budget constraints.
- Budget and Resource Management: Skilled in budget management, maximizing resources, and completing monthly budget reports to meet financial targets.
- Political Awareness: A solid understanding of the political structure and the role of elected members within a local authority, ensuring alignment with organizational priorities.
- Collaboration and Communication: Strong collaborative skills, both within your own service and across other departments, to facilitate cohesive service delivery.
- Customer Interaction in English: As this role requires regular interaction with members of the public, you must be able to converse easily, politely, and accurately in spoken English, providing clear and courteous advice.

Technical Skills and Industry Experience

- Waste Management Expertise: Significant experience in the waste management industry, with strong technical knowledge and an in-depth understanding of local authority waste and recycling services.
- Funding and Project Management: Experience in bidding for external funding and managing associated projects and services.
- Change Management: Proven capability in leading teams through challenging times, demonstrating strong change management skills.
- Complex Budget Management: Proficiency in managing large, complex budgets and maximizing income, with experience in monthly budget reporting.
- Organisational Experience: In-depth experience in a managerial capacity within a large, complex organization, including the ability to develop and improve services from conception to implementation and monitoring., Disability Confident
