About the Role: We are seeking an experienced and strategic leader to join our team as the Structures Commissioner. This role is pivotal in managing all highway structures and landslides, ensuring the effective use of resources, and delivering value for money. You will lead, develop, and implement the Council's strategic priorities for structural assets on the highway, providing technical leadership and direction to both internal and external stakeholders., + Strategic Leadership: Provide leadership in the creation of prioritised structural commissions, ensuring alignment with best practices, agreed specifications, standards, and asset management policies.
+ Technical Expertise: Offer strategic direction and technical leadership for the management of the £2.5bn highway structures asset portfolio, including bridges, retaining walls, landslips, culverts, and revetments.
+ Legislative Compliance: Ensure compliance with new legislation related to the management of structures and landslips, and discharge the council's obligations under relevant technical approval procedures.
+ Budget Management: Effectively manage and control devolved budgets and external funding, ensuring financial standards are met.
+ Policy Development: Develop appropriate technical policies and procedures to support structural asset management and contribute to the Highway Infrastructure Asset Network Management Plan.
+ Emergency Response: Provide expert support during emergency events, develop processes for emergency inspections, and represent the Council in multi-agency responses to critical events.
+ Collaboration: Work with internal and external stakeholders, including developers, local planning authorities, and national agencies, to provide strategic advice and ensure effective service delivery.
Key Relationships:
+ Line managed by the Head of Commissioning Management
+ Leadership and line management of the Structures Commissioning Management team
+ Regular liaison with Heads of Service, Assistant Directors, Service Directors, and Executive Directors

+ Experience: Substantial experience in the management of structural assets within an infrastructure environment, with practical experience in managing geotechnical issues and developing long-term asset investment strategies.
+ Skills: Strong leadership and management skills, with the ability to inspire and lead teams, manage complex financial analysis, and provide strategic direction.
+ Knowledge: Detailed understanding of construction, operation, and maintenance processes for infrastructure structural and earthworks assets, and knowledge of legislative frameworks and technical approval processes.
+ Qualifications: Relevant professional qualification with significant experience, or extensive expertise in structural asset management. Membership of the Institution of Civil or Structural Engineers is desirable.
