Full Job Description

The job holder is responsible for planning, managing and overseeing the policy development work as well as being the subject matter expert across relevant policies, providing advice to Ministers (through the Head of Team), MoJ policy colleagues, senior officials in HMPPS and the operational line. The job holder will be responsible for planning and managing policy development and implementation for a group of policies, which may change rapidly.
Job Holder will on occasions be required to represent HMPPS in meetings with outside organisations and stakeholders and Other Government Departments.
Role Specific Information:
We are looking for a talented individual to join the small and dynamic Probation Professional Register team in the Probation Operational Delivery Directorate of HMPPS. Following the successful implementation of mandatory registration for some probation qualified staff, this role will lead their own workstreams to develop design, develop and implement policy to continue to broaden the scope of probation professional registration to other staff groups, while embedding registration across the business, with Senior Policy Manager oversight.
The post holder will develop and deliver evidence based, quality assured and timely policies and guidance that support identified business need, ensuring effective implementation of policy into practice and evaluating the effectiveness of policy implementation. As a high profile area of work, the policy must also meet HMPPS and Probation Service organisational objectives, ensuring that it is not developed in isolation, is clear and brings in collaboration with colleagues across the function and wider organisation to ensure alignment of work.
Work will include; developing and implementing professional registration for probation qualified staff, who are not yet required to register and supporting the embedding of registration and associated Probation Professional Registration Standards into the workforce. To support this work, it would be desirable for the successful candidate to be confident with data. The post holder will also hold some project responsibilities – such as oversight of risks and/or planning.
The role requires engaging with internal and external stakeholders to understand views and test plans and so we are looking for someone who will be able to build and maintain effective relationships and communicate and influence well – both in writing and verbally. Stakeholders include those across the Transforming Delivery and Probation Operations Directorates, within Probation Regions, MOJ People Function and functional colleagues such as finance, legal or commercial and maintaining relationships with external stakeholders such as the Probation Institute, HMI Probation, the judiciary and Parole Board.
The post holder will need to be flexible and organised, demonstrate drive and initiative and an ability to work independently and respond to changing priorities, often to challenging deadlines. They may hold activity management responsibilities for less experienced members of the team to help them deliver objectives.
Responsibilities, Activities & Duties
The job holder will be required to carry out the following responsibilities, activities and duties:
• Ensure that a high quality and accurate service is provided to stakeholders, including operational prison staff, other HMPPS subject leads, the Prisons and Probation Ombudsman and HM Chief Inspector of Prisons, prisoners’ legal advisers, professionals from other government departments and wider stakeholders.
• Act as a business as usual consultant (will be seen as a subject matter expert) and will be required to provide advice and guidance on all elements of the relevant policy to all stakeholders (e.g. Directors, senior managers, trade unions, Shared Services staff)
• Responsible for commissioning contributions for Government’s evidence from various stakeholders across the organisation, ensuring accuracy of the information from both policy and data provision perspective.
• Devise the most effective and efficient way of developing and implementing national policies, communicating, engaging and consulting with a wide range of policy and operational stakeholders across the broader criminal justice system as well as within HMPPS in order to maintain their confidence. Taking responsibility for driving it forward
• Oversee the drafting of business cases and impact assessments
• Consider requirements for any central monitoring arrangements for implementation working with relevant stakeholders to set up these up and ensure these are fit for purpose before final approval by the section head
• Draft briefing to HMPPS senior leaders and Ministers.
• Oversee the drafting of responses to Ministerial correspondence and Parliamentary Questions and Freedom of Information (FOI) requests in relation to policies ensuring work is delivered according to deadlines and to an appropriate standard.
• Manage, coordinate and draft the response and defence to legal challenges concerning policies and their implementation liaising with relevant teams, legal advisers and Treasury Solicitors.
• Manage, coordinate and draft advice to Ministers and senior HMPPS officials about issues connected to the Team’s policies, identifying issues that could damage the reputation of Minsters and the department and liaising with Press Office colleagues appropriately.
• Setting up projects, with appropriate governance arrangements to support the project, identifying risks and mitigating action and reporting on progress to senior managers and stakeholders.
• Undertake statistical analysis of data for reporting and briefing purposes.
• Provide support to the Head of Policy Team on the most complex and sensitive issues as required.
• Oversee the drafting of formal instructions and practical guidance
