Full Job Description

The primary purpose of this position is to provide quality assurance and control to ensure all facilities projects and services
deliver the contracted support in accordance with United States, United Kingdom, and National Security Agency standards
and regulations. Additionally, the position develops quality assurance plans identifying critical control points and preventive
measures, establishes critical limits, and monitors inventories, verification procedures, and corrective actions. The
Incumbent will plan, organize, and direct the activities of the Base Operation and Maintenance Organization, ensuring that
RAF Menwith Hill complies with legal and regulatory requirements and meets customer needs. The Incumbent additionally
will exercise supervisory personnel management responsibilities. As a Supervisory Quality Assurance, evaluates the Quality
Management System, ensuring that all contractual, regulatory, and administrative requirements are met. Provides advisory
and hands-on assistance to functional area personnel involved in developing/revising technical specifications, Performance
Work Statements, Statements of Work, Statements of Objectives, Quality Assurance Surveillance Plans, Performance
Requirements Summary, and Technical COR checklists. Reviews and evaluates a wide range of pre- and post-award
contracting actions to ensure all regulatory and procedural requirements have been met.,

  • May occasionally be required to work other than normal duty hours.

  • The employee is required to handle and safeguard sensitive and/or classified information in accordance with

  • regulations to reduce potential compromise.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to

  • the duties of the position within 24 months of assignment.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66, paragraph E2.2.8.

  • Within 24 months of assignment, the employee must obtain Level II Production, Quality, and Manufacturing or UK

  • equivalent certification as a Quality Assurance Specialist which is required to formulate policies and procedures to
    monitor contract compliance and develop a QA plan.
  • The work may require the employee to drive a motor vehicle. An appropriate, CAT B valid driver's license may be

  • required for the position.
  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the

  • occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020- 42, Defense
    Continuity Programs
  • The Local National Direct Hire (LNDH) Program does not participate in regular drug testing, however positions

  • covered by this document may be subject to drug testing upon reasonable suspicion of substance abuse, and safety
    mishap or accident testing

  • of the incumbent.

  • Knowledge of the UK DIO Contracting Regulations and Laws, Federal Acquisition Regulations, Executive Orders,

  • Department of Defense, Air Force, Major Command, and policies, regulations, methodologies, procedures, and a
    wide range of contracting methods/types in order to interface with and/or influence the logistics management
    process.
  • Skill in developing written policies rules and procedures. Knowledge of operating policies and procedures of both

  • internal and external quality-related activities such as program management, contractor's production engineering,
    workload planning, procurement, supply, and skill to coordinate quality assurance plans and functions with the
    organization.
  • Knowledge of safety and security regulations, practices, and procedures.





  • Knowledge of pre/post award contracting policies and procedures to conduct reviews of a full range of contracts,

  • contracting plans, and contract changes for propriety of acquisition method, contract type, and documentation.
  • Skill in identifying and resolving quality problems, planning and conducting studies, analyzing performance and

  • quality data, preparing technical reports on quality levels, and developing sound recommendations for correction of
    quality system deficiencies.
  • Knowledge of commercial business practices and market conditions applicable to program and technical

  • requirements.
  • Ability to communicate both orally and in writing; clearly, concisely, effectively, and with technical accuracy.

  • Ability to independently plan and organize work, meet deadlines, and direct the functions of a medium sized

  • organization or staff.,
  • Applicants must hold UK citizenship and have lived in the UK for at least 8 years out of the last 10 years for this

  • position. All successful applicants will require a security clearance.
