We are seeking a dynamic and experienced System, Subsidy & Control Team Manager to join our Revenues & Benefits team. This role is pivotal in managing our IT systems that support Revenues, Benefits, and Discretionary Benefits functions. You will lead a team responsible for the integrity of financial controls, system implementation, development, testing, maintenance, and support.
Key Responsibilities:
-Oversee the provision and management of IT systems for Revenues and Benefits.
-Ensure the integrity and accuracy of financial controls and government returns.
-Lead digital transformation projects and collaborate with the Digital Services Management team.
-Manage outsourced contracts and relationships with third-party suppliers.
-Monitor and proactively manage housing benefit subsidy and statutory reporting requirements.
-Coordinate system upgrades and patches in partnership with Digital Services.
-Provide leadership and support to the team, ensuring high performance and compliance with council policies.
-Responsible for completing complex statutory government returns for Council Tax, Business Rates, and Housing Benefit, including but not limited to CTB1, QRC Returns, NNDR1 & NNDR3, Subsidy Claim, and DHP Returns.
-Ensure accurate and timely submission of all statutory returns, safeguarding and maximizing housing benefit subsidy.
-Work closely with the section 151 officer and Chief Accountants to forecast revenues and manage budgetary implications.
-Lead the team in running year-end and main billing activities for Council Tax, Business Rates, and Housing Benefits databases.
-Provide leadership, motivation, inspiration, and support to the team.
About You:
-Degree level education or equivalent experience in an Academy Revenues and Benefits IT Support System Environment.
-Proficient in IT systems for reporting, including QBF SQL or equivalent.
-Experience with complex Enterprise Document Management Systems and completing statutory government returns.
-Extensive knowledge of Capita's Academy System for Revenues and Benefits is essential.
-Strong skills in managing IT systems, including upgrades, patches, and year-end activities.
-Experience in contract management and working with senior finance colleagues.
-Ability to lead and inspire a team, manage performance, and ensure compliance with policies.
