Full Job Description

As Team Leader with our Mortality Management team you can make your own powerful contribution to Westminster's success. The team is focused on the operational delivery of our public mortuary service and public health funerals, and it will be your task to ensure the team meets statutory and regulatory requirements and needs, and delivers continuous service improvements to enhance the quality of life, safety and wellbeing of our borough's diverse communities.

Managing a number of projects and programmes of change that contribute to the positive delivery of outcomes across the service, you'll work to improve customer service and reduce risk and harm in our communities. We'll also expect you to develop and manage partnerships, both within the Council and with external partners, to establish a coordinated and integrated approach to the management of the service, and ensure that all the relevant stakeholders are consulted on the work we do.

Central to your role will be your work as a Designated Individual in relation to the Human Tissue Authority. This means you'll have a legal duty to ensure that statutory and regulatory requirements are met, take responsibility for supervising licensed activities, and ensure that suitable practices are in place. Committed to leading by example as you model and embed our values and behaviours, you'll work collaboratively with colleagues, partners and other stakeholders to build a sustainable, highly effective organisation while developing our reputation as a successful council that delivers great value for its residents.

With considerable experience of leading and developing a team of officers in a large multi-disciplined organisation with comparable scope, budgets and resources to ours, you'll be capable of offering excellent customer service while mitigating risk and ensuring our statutory requirements and community needs are met. Skilled at establishing and building partnerships and productive working relationships within a complex policy and service environment, you'll also be ready to work with a diverse range of partner and statutory organisations, communities and public agencies.

It's important that you possess the ability to manage resources in a multi-disciplinary environment, and have a successful track record of managing large budgets, business planning, quality and performance management. With well developed knowledge of the issues facing local government, the legal and financial context of public sector management and the statutory responsibilities of this role, you'll be skilled at managing political and cultural issues and translating strategic objectives into operational plans.

When it comes to qualifications you should have a Level 3 Diploma in Anatomical Pathology Technology, and either possess or be willing to undertake a Level 4 Diploma in the same subject. Your interpersonal skills will allow you to inspire, motivate, coach and develop the members of your team to high levels of performance, while your superb communication and relationship management skills will see you influence and engage with others effectively. We'll also look for excellent financial and budget management skills and the ability to deliver economies through creative and efficient working practices.

THE EXTRAORDINARY STORY OF MOHAMAD'S CUSTOMER SERVICE SKILLS

Public Protection & Licensing in Westminster City Council is a world of extraordinary stories. Where people are passionate about keeping our streets safe and clean.

Take Mohamad, a City Inspector who looks after the Little Venice ward. No two days are the same for Mohamad when he's out and about conducting ward inspections. He could be doing a licensing premises inspection one day and advising businesses and residents on the proper way to handle their waste on another. But before he joined Westminster, he used to work in banking, where he honed his skills in customer service and people management.

And those skills matters because, while he occasionally needs to enforce the law, his job is mostly about building strong relationships: educating businesses and residents about the impact of certain enviro-crimes.

One day he came across some unmarked commercial waste dumped on Edgware Road. Following procedures, he investigated this waste, carefully collecting evidence. Yet, despite his attempts to make contact with the commercial premises, the owners wouldn't cooperate. Digging deeper, he worked collaboratively with different Westminster departments such as businesses rates and licensing, and discovered multiple businesses registered at the same address. After issuing six different notices, three of the business failed to comply and were successfully prosecuted.

So while Mohamad's successfully swapped his financial know-how for expertise in local authority legislation, it's his people skills and powers of persuasion he's still proudest of., Westminster is an amazing place.
