Full Job Description

We have a great opportunity to for a Technical Officer to join our Operations team to focus on tackling climate change and promote local businesses to minimise waste, recycle more and maximise opportunities in the circular economy.

The upcoming changes to commercial waste and recycling legislation and policies make this a very exciting time to join the commercial team as they will be integral to delivering these changes over the coming year.

You will act as the point of contact for the in-cab technology system that has a live feed from the waste vehicles and the back office. You will also provide administrative support, data collation and research support to the Operations Service.,

  • To manage the collective/fleet route systems (primary) and other systems (secondary) including idox uniform, electronic document management system (secondary)

  • To lead on the successful development, management, and application of collective system within the authority including the Commercial Collective Portal. And integration with Civica system for automated invoicing.

  • To provide ongoing support and training for users of Collective/Fleetroute systems including support for reports and letter templates.

  • To liaise with software suppliers and service providers for all Collective/Fleetroute systems on all technical related issues.


  • To provide Collective and data to the Waste Manager to optimise route management.


  • To provide Collective reports and data for planning the expansion of Commercial Waste and building a customer profile/value of portfolio.

  • To manage and provide robust customer data sets for invoicing via Operations' ICT systems and the issuing and management of Waste Transfer Notes on an annual and ad-hoc basis.

  • To be the first point of contact for all Collective related issues raised by users and to co-ordinate response to in liaison with the service provider.

  • To Work with the Web team to integrate Collective Portal into Myspace and develop it as the main reporting system for Residents to log all issues regarding Waste Collections and Street Scene Services.

  • To be the contract specialist for the hardware and software provided by the service provider and ensure the technology supplied is up to date and relevant. This includes challenging the service provider where appropriate to ensure we have a system which is fit for purpose and the appropriate 'field' hardware (In-cab technology).

  • To liaise with the Commercial support manager on all matters relating to Collective/Fleetroute so they can support and provide cover when necessary.


  • Establish and maintain appropriate monitoring systems and provide accurate management information including co-ordination and collation of all performance data within Operations for updating Pentana on a monthly and quarterly basis.

  • Ensure the completion of statutory returns including quarterly returns to the Environment Agency, Defra (Waste Data Flow) and Recycling Credits to Essex County Council.


  • Operations first contact point to co-ordinate all Planning Consultations. Identify area of consultation and collate information for comments/deadlines.

  • To provide data sets to inform the annual review of fees and charges.

  • To liaise with drivers/operatives on a regular basis to ensure good practices are passed on, FAQ sheet introduced and training provided for use of new hardware.

  • To support, contribute and comply with quality procedures as described within the Corporate Quality Policy and as directed by management.

    We are looking for someone analytical and data driven with a strong technical understanding of software and technology.

    To be successful in this role you will be confident and experienced in dealing with people, with the ability to establish credibility at all levels. You will have excellent interpersonal and organisational skills and a proven experience with Microsoft Office, especially Excel, Word and Power Point. Excellent organisational skills, time management and attention to detail is also imperative for this role.

    You will need to be flexible with your hours, which could occasionally start as early as 6.30am when liaising with the refuse and recycling collection crews. A full current driving licence and use of own vehicle for business purposes is also required.
