Full Job Description

The Traffic & Flood Risk Management team within Traffic & Safety seeks to deliver an excellent customer focused service in an efficient, effective and economic manner, with specific focus of the Council's role as Highway and Lead Local Flood Authority whilst adhering to Corporate, Departmental and Government priorities. The Technical Officer's primary purpose is to support the Technical Lead for Public Rights of Way as part of a multi discipline team to effectively manage, develop and deliver the strategic support to colleagues working on Rights of Way, Section 278 & 38 design and the adoption of new roads and Highway. The role will prepare CON29 responses for highway searches for local land charges, draft highway / rights of way orders, agreements and plans for permanent changes to highways and rights of way and Development Management issues and queries.,

  • Be able to prepare CON29 responses for Highway Searches, dealing with anomalies and general enquiries.
  • An understanding of S38 and S278 Highway Agreements to support the operation and development of the Technical Services team.
  • To support the delivery of highway and rights of way schemes and budgets, prepare estimates, coordinate the annual maintenance programme, working with contactors, check completion of works, ensuring value for money.
  • To undertake accompanied site visits to help advance knowledge and skills.
  • Ability to use spatial ICT mapping applications, read OS maps, and technical plans, managing the Councils statutory highway records and data.
