Full Job Description

Licensing is a small but extremely busy team, and we are now looking to recruit an Assistant Licensing/Licensing Officer.

This is an extremely varied role working within many legislative frameworks. You will learn how to administer a range of licences and authorisations/permits and ensure compliance across a range of statutory functions and licensing activities.

As part of the team, you will initially support and assist with receiving and processing applications for a wide range of licences and consents, ensuring that policy and legislative requirements are met. You will provide advice and assist applicants through the application process and will deal with enquiries from outside agencies and businesses as well as dealing with low level complaints.

Once you have a good understanding of the different functions that we carry out, you will progress to ensuring compliance across a range of authorisations by carrying out inspections, providing advice and taking any necessary and appropriate enforcement action. Over time you will advance to dealing with more complex complaints and applications and carry out investigations which may lead to enforcement action being taken. You will also produce committee reports and attend committee hearings as and when required when applications need to be determined in this way.

You must be a strong communicator as you will be required to liaise with businesses and other agencies both inside the council and externally and demonstrate the ability to meet the training and achieve the competency needs of the role. The training will be provided internally with the assessments being undertaken by service managers. In addition, the successful candidate maybe enrolled on the Level 4 Regulatory Compliance Officer apprenticeship scheme which lasts for 24 months plus any end point assessments which could be an additional 3 months.

This is a career progression role with certain operational competencies required to enable the successful candidate to progress through the pay scales. The completion of the apprenticeship will not lead to automatic progression through the pay scales. This can only be achieved through the internal competency assessments.
