Trainee Commissioning & Contracts Officer - Fixed Term Contract or Secondment for up to 12 months to cover maternity leave, At Portsmouth City Council we're all about developing our staff, because we want to build a bigger and better city, but we need the best employees to do so. An exciting opportunity now exists for a fixed term full-time Trainee Commissioning & Contracts Officer within Adult Social Care (ASC). The Contracts & Commissioning team support ASC within Portsmouth City Council. The aim of the team is to deliver efficiencies across the service whilst ensuring good provider and contract management is in place. What is the role? You will assist in developing, implementing, and monitoring contracts for procured services, whilst working closely with commissioners and service providers. You will support the work of the Contracts Officers in developing service specifications and contracts, as well as contributing to service improvement activity. You will be responsible for supporting the development and implementation of contracts for Public Health and Social Care services with external providers. You will actively work with commissioning colleagues to ensure that appropriate contracts are developed, put in place, and carefully monitored on time. - Have experience of working in office-based employment ideally in a Health and Social Care setting.
- Have a clear understanding of working on a collaborative basis with different stakeholders in the commissioning and contracting process.
- Be well organised, with the ability to work in a pressurised environment and prioritise workload.
- Have knowledge and/or experience of tendering and contract management.
- Can communicate articulately, effectively and in a confident manner with a wide range of people in different settings, forums, and authority levels.
- Can demonstrate excellent verbal and written communication skills.
- Be computer literate.
- Can work on your own initiative and as part of a team.
- Personal qualities of being trustworthy, reliable, and confident.
- Can demonstrate fairness, encourage innovation, achieve results, and demonstrate awareness of the demands and sensitivities of working within a public organisation.
- The ability to take responsibility, and work in an anti-discriminatory way.
- An understanding of the issues relating to confidentiality, human rights, and data protection requirements.
