Full Job Description

We are now seeking a Training Delivery Manager (Maintenance) within Western and Wales region at Bristol training centre. This is an exciting opportunity to manage the operational delivery of training and assessing our workforce of the future.

Are you a dynamic leader with a passion for developing talent and ensuring operational excellence? Network Rail is seeking multiple visionary Training Delivery Managers (Maintenance) to join our team and spearhead the delivery of top-tier training services.

As the Training Delivery Manager (Maintenance) at Network Rail, you will play a pivotal role in ensuring the excellence and effectiveness of our training services. You will provide strategic leadership and operational planning, overseeing multi-disciplined teams of trainers to deliver top-tier training programs. Your responsibilities will include directing the operations of a principal training centre and its satellite locations, ensuring seamless and efficient training delivery across all sites.,

  • Responsible for the effective and efficient delivery of training against the agreed strategy and milestones to achieve the Key Performance Indicators.

  • Coordinate with the Training Support Managers, that the regional training plans are negotiated, funded, and delivered.

  • Manage one of Network Rails principal training centres, and its satellites, including directing its operational proficiency and profitability, leadership of its staff and enforcing exemplary levels of safety.

  • Control training centre buildings, assets, and other facilities in collaboration with Route Services Engineering and Asset Management Teams to include assurance that training venues are safe to deliver training and that adequate contingency plans are in place for assets nearing their end of life.

  • Develop and sustain effective controls to achieve the national Skills Academy for Rail (NSAR) gold standard and meet all company and national standards through a programme of technical skills networks, inspections, observations, briefings, and assessments.

  • Develop and mentor teams of multi-discipline trainers, both Network Rail and those in the supply chain, to establish and maintain the required skills, knowledge, and behaviours to deliver the training required by the Regions. Adapt facilities and up-skill staff in a timely manner to meet future training demand.

  • Develop staff through a process of continuous improvement so that training centres can demonstrate market leading effectiveness in the use of advanced training technology. 8. Support the Planning and Administration teams in the production of the training plan identifying resource efficiencies where possible.

  • Establish plans on cost effectiveness and efficiency to create a proficient and profitable business including embracing any commercial opportunities linked to training interventions and utilisation of Network Rail Training Centres and facilities.



  • Strong negotiation skills, excellent verbal and written communication skills and a personable and professional nature.

  • Ability to work well under pressure in a rapidly evolving environment.

  • Demonstrate leadership capability.

  • Hold the experience of working in an operational railway engineering discipline.

  • Customer focussed with strong interpersonal leadership skills.

  • Ability to develop and mentor teams and individuals including the welfare of all staff.

  • NVQ Level 4 or equivalent in Learning and Development

  • Ability to lead the application of Health and Safety and other applicable standards.

  • Ability to lead continuous improvement programmes and affect cultural change.

  • Display the ability to work flexibly, to plan and coordinate tasks and work within time and budgetary requirements.

  • Hold IOSH qualification.


  • Desirable

  • Thorough knowledge of the competence management system

  • Hold a recognised qualification in engineering or hold railway applicable skills and knowledge.

  • Qualification or experience in Internal Verification

  • Knowledge of OFSTED and NSAR frameworks

  • Experience in an adult learning environment including knowledge of specific learning difficulties.

  • Knowledge of a system approach to training
