Full Job Description

Working as part of a team the successful candidate will work across the UEC Portfolio in a split role,as a Delivery & Improvement Lead for the portfolio & SCC Commander. As a UEC Delivery & Improvement Lead, the successful candidate main duties would include: leading programmes of work that will deliver measurable improvements in local health outcomes and ensure that strategic objectives and performance targets are met and that the required contributions to corporate policies and strategy are made. Responsible for developing and implementing integrated improvement and delivery plans with key stakeholders across the integrated care system. Responsible for the development and implementation of, service transformation plans, business plans, service specifications and quality audits and improvement plans. Responsible for ensuring contracts with specified providers deliver the specified outcomes for patients Ensuring that services are commissioned and procured in line with competition
law, standing financial instructions and local partnership frameworks and ensuring contestability in the way that the ICB commission and procure services. Responsible for the achievement and maintenance of performance targets with reference to maintaining performance indicators, within the services and contracts that are managed by the portfolio. Responsible for managing budgets for designated service. Work closely with finance managers to set baseline budgets and to monitor and account for the financial performance of commissioned activities. Responsible for positive relationship management across a range of ICB internal and external stakeholders and for broader partnership working, developing productive working relationships, joint approaches, and lead arrangements with others to maximise the ICB role in transformation, redesign and delivery. The post holder must be able to work collaboratively and positively with multi-partners in challenging environments. This part of the role would be
delivered over 2 weekdays per week. The second part of the role as a SCC Commander, will include leading the System Co-ordination Centre on allocated days as the SCC Commander. Main duties for the successful candidate in the role of SCC Commander would include: Being responsible for the oversight and delivery of the SCC function supported by a team of colleagues. Acting as the Chair of the daily system calls for SSOT ICS ensuring clear actions are identified, recorded and implemented whilst promoting system coordination, delivery of patient care and the management of escalation and risk. To work with system partners and regional colleagues to respond to demand and capacity changes, proactively monitoring patient flow across the system to deliver a coordinated response which will improve patient outcomes and experience To determine and enact real time decisions and actions for system partners to effect rapid impact to resolve issues of system pressure, escalation and risk To ensure
appropriate reporting and data feeds are in place to support this work To operate in a highly political and sensitive environment Leading the system to achieve and maintain performance targets associated with Staffordshires UEC systems and associated partners. Taking an innovative and proactive approach to the management of the urgent care system and flow, identifying and implementing solutions where performance is off track. This part of the role will be delivered over 2 days per week and will include working 1 Saturday & 1 Sunday per month on a rotational basis. The postholder will work to the Head of UEC Delivery and Improvement to support the team to deliver measurable improvements in local health outcomes and ensure that strategic objectives and performance targets are met and that the required contributions to corporate policies and strategy are made. System working will require working with Senior leaders across the ICS partner organisations.
