Full Job Description

The role of Vehicle and Compliance Inspector is to inspect the Council's fleet of light commercial, heavy goods and specialist municipal vehicles in accordance with statutory regulations and Council policy. This role is a significant support for the Operator Licence held by Leeds City Council through quality control of the inspection and repairs of the vehicle fleet., Job Purpose: To inspect the Council's fleet of light commercial, heavy goods and specialist municipal vehicles in accordance with statutory regulations and Council policy.,

  • Undertake MOT tests to class IV, V, and VII vehicles, to perform and ensure quality control checks are adhered to the Operator Licence undertakings for inspections and vehicle repairs.
  • Undertake random daily quality control inspections of completed vehicles prior to release to customers, Including all vehicle types, post repair, inspection or test, provide a report of findings to line manager
  • Set up quality control vehicle check sheets, maintaining spreadsheets that record roadworthiness and compliance, ensure checks are undertaken and identify any nonconformances and trends associated with vehicle/technician, including taking corrective actions associated with highlighted nonconformances.
  • Inspect the full range of vehicles operated by Leeds City Council
  • Conduct safety inspections on all vehicle types and record findings on the inspection and defect record
  • Conduct Pre and Post MOT/DVSA test inspections on all vehicle types and record findings on the inspection and defect record
  • Conduct MOT testing to class IV, V and VII vehicles
  • Assist others undertaking inspections or testing
  • Update fleet management system (Tranman) with worked hours on each job.
  • Work in line with DVSA guidelines including Operator Licence and guide to maintaining Roadworthiness.
  • Undertake training, mentoring of technicians, apprentices, trainees with all aspects of the inspection operation
  • Correct use and care of specialist tools and equipment provided for inspection purposes.
  • Ensure all work areas are kept clean and safe, conduct work area cleaning both pre and post inspections
  • Report defects revealed or observed during any inspection process, including assisting technicians to Identify observed faults
  • Completion of all current and future job-related documentation required, including using and inputting data to current and future computer systems both fixed and mobile.
  • Conduct all work in a safe manner, observing all relevant safety procedures, including "on site" work as directed.
  • Attendance at any relevant computer, product or other training courses as directed to ensure capability to Inspect and fault diagnose Council's fleet of vehicle's and to ensure the ability to use computer systems as required by the Fleet Maintenance operation.
  • Ensure compliance with safety inspection regime for vehicle inspection
  • Ensure compliance of all relevant Health and Safety, Environmental and DVSA procedures and requirements.
  • Conduct all tasks in compliance with the authorities operator licence with regards to vehicle inspection and maintenance
  • Become a Quality, Environmental and Health & Safety Auditor and undertake audits as requested.
  • Ensure all work-related documentation is correctly completed and authorised.
  • Ensure compliance with all statutory and regulatory guidelines
  • Ensure compliance with all pandemic and sickness requirements
  • Use IT technology to deliver an efficient and effective fleet service
  • Create good working relationships with managers and staff to ensure satisfactory service provision.

    You will have excellent vehicle knowledge and experience to be able to identify and understand the quality and competence of a vehicle repair. You will be able to carry out and effectively record safety inspections and findings on all vehicle types. You will be able to undertake MOT testing to the required standard., Good analytical skills with an eye for details.

  • The ability to record and produce accurate reports and information in a timely manner, using designated systems.
  • Good knowledge of the operator licence and how vital this is to the Authority., Successful completion and pass certified of a recognised apprenticeship or approved alternative training in a motor vehicle discipline.

  • Able to identify and understand the quality and competence of a motor vehicle repair.
  • Able to inspect and diagnose faults on the full range of vehicles operated by Leeds City Council.
  • Able to conduct safety inspections on all vehicle types on the inspection pit area and record findings on the inspection and defect record.
  • Able to conduct Pre and Post MOT/DVSA test inspections on all vehicle types on the inspection pit area and record findings on the inspection and defect record.
  • Able to undertake MOT testing to the required standard.
  • Able to understand the Council's Customer Care Policies.
  • Able to conduct inspections on all vehicle types as operated by Leeds City Council.
  • Able to communicate using a variety of formats including technical language.
  • Able to be sufficiently numerate for measuring tasks and tool setting.
  • Proficient with MOT computerisation.
  • High degree of manual dexterity.
  • Excellent communication and personal skills to work with the public in relation to testing of private MOT's
  • Good knowledge of the councils operator licence.
  • Exceptional knowledge and understanding of the DVSA guide to road worthiness.
  • Current nominated tester certificate and testing smart card or password for MOT computerised system.
  • Understand DVSA guidelines including the Operator Licence and guide to maintaining Roadworthiness.
  • Knowledge of the Operator licence requirements of vehicle maintenance and documentation.
  • Knowledge of Health and Safety procedures including risk assessment and COSHH requirements.
  • Pass certificated in either an approved apprenticeship or recognised training scheme externally evaluated and validated on motor vehicle repairs.
  • Significant experience of conducting vehicle inspections on light and heavy vehicles., Ability to lead, motivate and assist others.
