Full Job Description

The is a great opportunity to drive forward a service and work in collaboration with other stakeholders and support the Council's corporate objectives and priorities. The focus will be to develop the Council's waste management services in accordance with statutory requirements and industry good practice, the Resources and Waste Strategy for England, the ambitions and commitments contained within the Joint Municipal Waste Management Strategy for Essex and the Council's aims and objectives in respect of its waste management service provision. You will ensure the provision of good customer care, understanding both the customer and council's perspectives to deliver quality services. You will also be responsible for the timely procurement of consumables, plant, vehicles and equipment, maintaining service stock levels and the data to support decision making and ensuring that residents needs are met in a timely manner.,

  • To contribute to achieving the Council's corporate objectives and priorities
  • To contribute to achieving the Council's agenda for continuous improvement in service delivery.
  • To keep abreast of and report on changes to waste management legislation and National Waste Policy developments; to propose and design new service delivery options which accord with legislative and National Policy changes.
  • To ensure that service requests and complaints are responded to and investigated in accordance with corporate and departmental service standards and procedures.
  • To be responsible for the management and administration of the Chargeable Garden Waste Service; to line manage, train and develop the personnel responsible for providing administrative support to the service.
  • To monitor waste management performance and to ensure that the Council's Key Performance Indicators relevant to the waste management service are accurately reported in accordance with Corporate requirements, providing information to management in a clear understandable reporting and forecasting formats.
  • To be responsible for the collection and collation of accurate waste management data for performance monitoring purposes and statistical returns to Essex County Council and to Central Government via the National Waste Dataflow website or by whatever means is required.
  • To monitor and evaluate participation and usage levels of services and facilities; and to undertake targeted action to improve participation and usage levels.
  • To be responsible for the timely ordering/procurement of consumables, plant, vehicles and equipment in accordance with the Council's Financial Regulations.
  • To assist the Operational Services Manager in the monitoring of budgets and preparation of budget bids/identification of efficiency savings for waste management services.
  • To manage and monitor existing contracts and legal agreements within the Waste Management Service as directed.
  • To lead on or contribute to the drafting and letting of new contracts/agreements and to the evaluation of tenders as directed.

    To be successful in this role you must have:
  • Experience of the waste collections service within a Local Authority
  • The ability to source information to complete a task or resolve a problem using data from a variety of sources
  • Ability to make rational and sound decisions concerning waste management
  • Ability to motivate and drive forward service improvements
  • Excellent organisational, time management and IT skills
  • A positive 'can do' attitude when dealing with a wide range of individuals and queries, ensuring excellent customer care
