Full Job Description

The Project Officer will support in the planning and execution of a variety of projects, including shaping the way that Buckinghamshire Council delivers its waste collection and disposal services to its residents. The post holder will be working closely with the Waste Commissioning Team Leader, Lead Officers and other Project Support team members within Strategic Waste and Enforcement team. The role will involve supporting lead officers to make key decisions on projects through organisation governances in line with Buckinghamshire Council's vision, values, and strategic objectives., Our Communities directorate works across the county to deliver a number of the key customer-facing services that our residents, businesses and visitors rely on every day.

This directorate includes a wide range of services, including:

  • collecting and disposing of waste and recycling

  • maintaining our roads and Rights of Way network and parking

  • ensuring the delivery of school transport, and supporting sustainable travel including public bus services and School Crossing Patrollers

  • managing Country Parks

  • leisure facilities, museums, theatres and libraries, as well as developing our Cultural Strategy

  • licensing, cemeteries and crematoria

This is an exciting time for us as we bring together the services previously run by five separate councils before Buckinghamshire Council was created. Whilst making major changes to contracts affecting residents across Bucks, we continue to focus on delivering great customer service. You will join us on our journey of continuous improvement - whether that's through developing strategies and ways of working or delivering services on the ground, every person in Communities is a valued member of the team.

    The ideal candidate will need to be an enthusiastic, self-motivated and well organised person. The right person will need to have an good track record of supporting projects including documentation, along with evidence of supporting project managers to deliver these to time, quality and cost. Experience in supporting and delivering waste related infrastructure, construction design management (CDM) such as waste transfer stations, new household recycling centres, acquisition of equipment, plant, vehicles and negotiate complex works and service contracts. They will need to be able to demonstrate initiative and be able to work under pressure to help to support in delivering against key milestones and will need to have good prioritisation skills. You will need to have strong communication skills and be able to engage with both internal and external stakeholders in a proactive, politically sensitive manner. You will need to be customer focused and assist in
    anticipating customer changes to deliver high service standards.

    Waste management experience and knowledge is not essential but is desirable.

    The role sits within the Strategic Waste Management and Enforcement team. The team are friendly, approachable and enjoy working collaboratively with internal and external stakeholders to offer proactive, innovative and customer-focussed solutions. The team will be undertaking option appraisals, reviewing contracts & campaigns, developing, implementing strategies and policies. As the new unitary council considers waste harmonisation opportunities, future service delivery models there is already an exciting pipeline of programmes and projects to deliver including capital projects.
