The Office for Health Improvement and Disparities (OHID) officially launched on 1 October 2021 with the aim of tackling health inequalities across the country. As part of DHSC, OHID brings together expert advice, analysis and evidence with policy development and implementation working with the whole of government, the NHS, local government, industry, and wider partners to shape and drive health improvement and equalities priorities for government.
This is an exciting opportunity to work across the civil service and the NHS to deliver public health workforce development for the Kent, Surrey and Sussex (KSS) area and to support regional programmes of work.
Your primary focus will be to co-develop the workforce plan for KSS with partners to build the capacity and capability of the core and wider public health workforce. This will include leading the KSS Workforce Leads meeting; project managing the KSS workforce plan producing and submitting progress papers to the Association of Directors of Public Health (ADPH) network and the South East School of Public Health.
You will lead the South East Making Every Contact Count (MECC) forum liaising with providers, commissioners to map activity; share best practice; build the evidence base for MECC as well as address and trouble shoot regional challenges. This will also include evaluating the South East MECC Health and Justice pilot.
You will work closely with the Associate Head of School of Public Health to support the development of the school in leading the education and training for the practitioner and specialty training programmes. You will oversee the KSS practitioner programme to ensure a quality assured and robust scheme.
You will work in partnership with stakeholders to support the delivery of the South East Workforce Development plan primarily by supporting the delivery of the public health apprenticeship programme across the region., This role is an external facing role whose main purpose is to support the development of the public health workforce across the Kent, Surrey and Sussex systems and South East region. The post-holder will be responsible for key programmes to be delivered to an agreed workplan across the region in line with local system needs and national strategy.
The job holder will be responsible for work with the OHID South East Region (OHID SE), the local system including local authorities, emerging Integrated Care Systems, the NHS, the voluntary & third sector and higher education institutes and support to some national programmes. They will lead, co-ordinate and support partners in developing a highly skilled workforce to meet emerging and future challenges in public health.
They will work across the Kent, Surrey and Sussex (KSS) region for the OHID South East Region, the local School of Public Health office and other partners to support:
+ Workforce intelligence and planning
+ Revalidation
+ Training, learning and education including organisational development for the Region
+ Leadership development
+ Practitioner development
+ Development of the wider public health workforce
+ System capability and capacity
There is scope to develop the role in response to emerging needs and challenges.

+ Building capability for all - strong focus on continuous learning for oneself, others and the organisation. All staff has a role as a local advocate for public health and their OHID Region.
+ Additional skills such as delivery through others, influencing skills, knowledge transfer, supporting evidence into practice and leadership and influencing skills will be supported for all workforces in the OHID Region and included where relevant into staff Personal Development Plans (PDPs).
If required, and where this does not fundamentally change the post holder’s role or level of working, the necessary training and development will be provided to take on work in a new area or theme to meet the business requirements of the Region.

Communication and Key Working Relationships

Internal
The successful candidate will report to the OHID SE Workforce Programme Lead; work closely with the OHID SE Deputy Director Health & Wellbeing & Workforce, and Workforce Development Managers to build effective working relationships across the Region and the organisation.

External
+ The successful candidate will work closely with the Schools of Public Health, NHS England South East - Workforce, Training and Education (WT&E) Directorate, Kent, Surrey and Sussex Head of Public Health Workforce Development. They will build working relationships with public health education and training organisations in the Kent, Surrey and Sussex region in particular within WT&E, and Local Government public health teams.
+ The successful candidate will work with the South East Associate Directors of Public Health Network and the Kent, Surrey and Sussex Workforce development steering group to engage employers of public health staff including Local Authorities, OHID - DHSC, NHS England, the Schools of Public Health, UK Health Security Agency (UKHSA) and NHS organisations.
Your normal place of work will be your contractual primary workplace, usually either London or Leeds. Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support.
You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate.
Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need.
There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.
This role is available as part-time only, for a minimum of 0.8 FTE.

Person specification
The Public Health Workforce Development Manager will be responsible for the following work in the Kent, Surrey and Sussex area for OHID South East Region:
+ Leadership of OHID work with the Schools of Public Health, NHS England South East - Workforce, Training and Education Directorate and other key organisations to develop integrated local workforce planning and the delivery of education, learning and training opportunities, including Continuing Professional Development (CPD) and placements.
+ To scope and understand public health workforce needs, including understanding workforce numbers, development needs, gaps, succession planning, areas of good practice and resources for workforce development.
+ Identification of and support for innovation and good practice in workforce development, training and education and ensuring these are shared across the Region and wider Public Health system.
+ Oversee the public health practitioner programme .
+ Support the Schools of Public Health and other organisations to ensure education and training, and workforce planning fully meet the public health requirements of the regional system.
+ Promotion of public health training and education to stakeholders to maximise the potential for uptake of specialist, practitioner and wider public health training.
+ Develop and maintain strong and successful working relationships with partner agencies.

You should pursue a programme of continuous professional development in accordance with any relevant professional registration or statutory requirements, whilst maintaining appropriate awareness of the job requirements.

Key Working Relationships
The post holder will:
+ operate effectively in a flexible and demanding environment and proactively engage with OHID staff, NHS England South East - Workforce, Training and Education Directorate staff, local government public health staff, consultants and contractors working on a variety of topics.

+ deputise for senior colleagues as required, expanding on knowledge, skills and experience within their own personal professional development.

Key Functional Responsibilities
The post-holder will:

Project Management
+ drive cross-organisational work programmes to deliver project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.
+ pro-actively manage stakeholders, respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms.
+ ensure the flexibility of the project if required to meet conflicting/changing requirements.
+ be responsible for the planning and organisation of events/meetings. Ensuring communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner.
+ demonstrate effective stakeholder management across different departments and at all levels.
+ ensure that the projects maintain business focus, have clear authority and that the context, including risks, are actively managed in alignment with the strategic priorities of OHID.

Financial and Physical Resources
+ act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities.
o Responsible for ensuring adherence to any identified budget and ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.
Staff Management
Information Management
o draft reports summarising status on issues, appraising outcomes, and providing progress reports for the Head of Department.
o collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project ‘products’.
o analyse, interpret and present data to highlight issues, risks and support decision making.
Policy and Service Development
o be responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLA’s) which may impact service.
o need to maintain a good knowledge of emerging evidence and policies affecting OHID and local government.
Research and Development
o plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information
