We are looking for an experienced Programme Director to spearhead the development and implementation of a new Mayoral Strategic Authority for Hampshire and the Solent region. About the Role As Programme Director, you will lead a high-profile devolution programme, working closely with central government, council leaders, chief executives, and corporate management teams. You will provide strategic direction and ensure the successful development and delivery of the programme in preparation for Mayoral elections in May 2026., Strategic Leadership:

• Lead the design, development, and implementation of the Mayoral Strategic Authority, aligning with the Government's Devolution Priority Programme.
• Drive transformative change across the region, challenging conventional thinking to achieve the best outcomes for residents, businesses, and stakeholders.
• Develop and implement effective communications and engagement strategies to ensure transparency and public involvement.
• Identify and address key challenges to ensure smooth programme delivery.
Programme Planning & Governance:
• Develop a comprehensive programme plan, covering governance structures, workstreams, policy changes, budgets, and benefit realisation.
• Establish a robust regional PMO function to ensure effective programme management, risk mitigation, and delivery tracking.
• Align programme objectives with core government principles and ensure adherence to best practices.
• Manage the overall programme budget, ensuring effective allocation of resources.
Stakeholder Engagement:
• Work closely with the Ministry of Housing, Communities & Local Government (MHCLG), council leaders, chief executives, and executive teams to maintain alignment and support.
• Build strong relationships with regional stakeholders, ensuring collaboration and consensus-building.
• Oversee supplier and delivery partner relationships to ensure high-quality outcomes.
Capacity & Capability Building:
• Assemble and lead multi-skilled teams across the region, ensuring the right expertise is in place to deliver programme objectives.
• Develop a high-performing PMO function to provide oversight, challenge, and support.
• Foster a culture of continuous improvement and innovation.
  
  We're looking for a dynamic and experienced leader who brings:
• A Bachelor's or Master's degree in Public Administration, Political Science, Business Administration, or equivalent expertise.
• Proven experience in leading large-scale programmes, delivering financial benefits and improved public outcomes.
• Extensive local government experience in a programme or policy role.
• Strong strategic thinking and leadership skills, with a track record of driving change.
• Excellent communication and stakeholder management skills.
• Expertise in project and change management methodologies.
• Financial acumen, with experience managing complex budgets.
• An understanding of governance in a political environment, including national and local government structures.
• A relevant Programme Management qualification.
Additional Requirements
• Full recruitment and pre-employment clearance is required.
• This role requires a visible leadership presence across the region, with frequent in-person attendance expected.
• Travel will be necessary; you must have a full UK driving licence and access to transport or meet the mobility requirements of the role by other reasonable means.
