Full Job Description
As a Principal Surveyor, you will be responsible for managing a diverse case load within the operational property portfolio. You will lead on complex negotiations for leasehold acquisitions and disposals, making recommendations on the best terms to the Senior Asset Manager. You will manage the disposal of surplus assets to help fund the capital programme. You be responsible for the delivery of a case load of higher value property asset management using landlord and tenant knowledge and expertise to maximise value from the estate. Using RICS valuation methodology undertake rent reviews, lease renewals, monitor actions such as break notices, rent free periods, and provide recommendation reports to the Senior Asset Manager. You will provide technical and expert advice to council services and directorates on complex or sensitive service delivery improvements including occupancy agreements, procure specialist valuation reports from third party suppliers, and provide recommendation reports including reports to Executive and Delegated Decisions. You will work with Council Services on Compulsory Purchase Orders. Your will manage the asset valuation programme ensuring that the value of the Council's land and property portfolio is accurately reported for accounting purposes. Ensure accurate records are provided to the Asset Records Officer and work with external valuers, finance and audit to ensure valuation deadlines are achieved. In addition, you will support the development of a Trainee Estates Surveyor, offering advice and guidance as they progress through their qualification. You will play a crucial role in enhancing customer service and ensuring that all operations comply with the highest standards of safety, quality, and regulatory requirements.What will you be doing? In this role, you will be responsible for managing the Council's operational land and property portfolio. You will work closely with Council Services to identify underperforming assets and contribute towards the overall improvement of service delivery. You'll manage the annual asset valuation programme working with external contractors, and colleagues in the Finance Team. You will support the Senior Asset Manager with the disposal of surplus land and properties including the disposal of sites forming sustainable urban extensions. At times, you will liaise with agents and appoint specialist advisors where required. In addition, you will play an important role in supporting the development of the Trainee Estates Surveyor, providing guidance and advice on their professional qualifications. You will also contribute to the wider Council team by attending meetings, preparing reports, and offering advice on various projects. Your involvement will extend to supporting the Council's Carbon Neutral 2030 target by identifying areas for improvement across Council sites. You will ensure compliance with regulatory processes, while collaborating with legal, facilities, and external consultants to deliver corporate objectives. Throughout your role, you will be committed to delivering effective customer service, ensuring compliance with all relevant regulations, and helping to achieve the Council's goals.
- Qualified and Experienced: Ideally, you are a Member of RICS with at least five years of surveying experience, and you have a strong understanding of property management and related projects. You possess a degree or equivalent in property, surveying, or a similar discipline, with evidence of continuing professional development.
- Technical Expertise: You have up-to-date knowledge of Landlord and Tenant legislation, experience of providing valuations and using comparable, residual and investment methods of valuation. You will have experience of delivering larger projects and these may include the sale of larger strategic sites for redevelopment. You are proficient in writing clear, concise reports, letters, and emails tailored to your audience.
- Communication and Presentation Skills: You are skilled at communicating effectively with a wide range of stakeholders and can present reports confidently to committees. Your ability to work well with others and engage with diverse teams is essential.
- Leadership and Development: You have a demonstrated ability to manage and develop others, helping them achieve their full potential and project objectives.
- Self-Management and Flexibility: You are comfortable working independently and managing your workload to meet deadlines. The role offers flexibility, with a combination of home and office working arrangements agreed with your Line Manager.
- Negotiation and Advocacy: You possess strong negotiation and advocacy skills, helping you navigate challenging situations and achieve optimal outcomes.
- Adaptable and Collaborative: You work well as part of a team and can also take initiative when required. You embrace change and are committed to continuous improvement.
