Thank you for your interest in joining Foreign, Commonwealth and Development Office Commercial Directorate. The FCDO pursues our national interests and projects the UK as a force for good in the world. This is a really exciting and challenging time to join our Commercial function as we look to expand our influence and contribution to deliver on policies to support our global development and diplomatic objectives. Our role is to ensure we deliver the best possible outcomes for every pound the British taxpayer invests in aid and our global diplomatic network. The team procures a wide range of contracts - with development suppliers to tackle poverty, other deprivations and climate change, as well as technology, estates, and corporate services suppliers to support our global network of 280 embassies and high commissions.
Within our department there’s more to do than just procurement. We manage relationships with existing suppliers; look for new ways to engage with potential suppliers and we have a strong focus on agile working, learning and development to ensure we can raise capabilities as well as respond to emerging global challenges. As a key member of the Senior Leadership Team, you will play an important role in driving the capability and supplier engagement changes required as we move towards the flexible and collaborative benefits that the new Procurement Regulations will bring.

The Commercial Directorate provides an end-to-end procurement and commercial solutions to deliver FCDO business, whether that's development programmes, corporate and people services, or managing and improving our overseas estate, IT and security. Overall, the Commercial Directorate provides robust and proportionate review and assurance of FCDO’s third party spending. The Commercial Vision is:

This is an exciting and unique opportunity to take a leadership role in Commercial Programmes Delivery responsible for advising and procuring for a wide & diverse range of complex International Development Programmes. Commercial Programmes Delivery currently consists of the following Pillars and cross-cutting teams:
+ Indo Pacific and Americas & OTs, Climate and BIP
+ Girls Education, Gender, Science & Research, Health
+ Africa
+ MENA, AFPAK, EECAD & Humanitarian
+ Conflict, Security & Open Societies
+ Frameworks & Grants
+ Supply Chain Management
The FCDO Commercial function is responsible for all of FCDO’s 3rd party spend both on programmes (Policy Priority themes) and corporate (Estates, ICT and Professional Services). The primary purpose of the Deputy Commercial Director is to provide clear commercial leadership to the Programmes commercial team and wider FCDO organisation, as well as providing leadership across wider FCDO Commercial. This is a leadership role able to advise and provide guidance to other members of the Commercial team where necessary. This role covers all areas of FCDO globally. As part of the Commercial directorate Senior Leadership Team (SLT), the Deputy Commercial Director will also be involved in setting the strategy of the directorate and will take an active role in ensuring that the directorate delivers its outcomes and lead on strategic improvement initiatives.
Locations
The successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. When selecting your location listed in this job advert please be aware that this will be your contractual base location with a requirement to spend a minimum of 60% of your working time in this organisational workplace.
Your time spent on official duties at workplace locations other than your contractual office such as supplier, customer or partner locations required to perform your role is included in the 60% attendance.

Person specification
You will need to develop excellent relationships with senior stakeholders from across the entire organization, and to use your influencing skills to navigate complex challenges as a point of escalation. This role will give you excellent opportunities to develop your leadership approach not only within Commercial, but across wider FCDO and GCO.
+ Act as a member of the FCDO Directorate SLT, which is responsible for setting the direction and agenda of the directorate as a whole.
+ Work collaboratively with the Commercial Director – Programmes and Deputy Commercial Director – Programmes to ensure the smooth operation of Commercial Programmes, enabling the teams to deliver a high-quality commercial service to the FCDO.
+ This is a hands-on role, and you will be expected to maintain a strong understanding of commercial activity taking place in programmes and be able to advise and provide guidance to other members of the Commercial team where necessary, as well as taking responsibility for signing off commercial activity within the scope of your delegation.
+ This is a leadership role where you will advise and provide guidance to other members of the Commercial team where necessary, operate as an inspirational coaching leader as well as empower a team of specialists to deliver. You will ensure good commercial practice across all programme spend.
+ The FCDO has a significant influence over many commercial and Civil Society Organisations, and you will play an important role in developing positive relationships with both the market as a whole and individual entities as appropriate.
+ Be amongst the most senior members of the Government Commercial Function and play a role in the broader commercial reform programme led by the Government Chief Commercial Officer.
+ Play a key leadership and change management role in developing a strong commercial function for the FCDO and across government.
