Full Job Description

We are a relatively new Directorate having only come into being last year, but we've quickly found our place at the heart of some of the knottiest issues in international trade. Specifically, here in Trade Defence we're concerned with how we grow the economy sustainably by protecting UK businesses from unfair foreign trading practices and economic and geopolitical shocks, and supporting them to meet their trade sanctions obligations. The sorts of issues that keep us busy range from: considering the case for tariffs on imports of electric vehicles; setting up a new trade sanctions implementation function; navigating the international dimensions of the UK's steel safeguard; and preparing the UK for acts of economic coercion. We're recruiting for two deputy director roles to support us in this work. The Deputy Director for Trade Defence Strategy and Carbon Leakage will lead a newly established team responsible for setting the strategic direction on Trade Defence and advising ministers on our posture as part of both the industrial and trade strategies. The Deputy Director for Trade Remedies will lead an established team with responsibility for the UK's trade remedy framework, making sure we are responding to ministers' objectives in a fast-moving geopolitical context. Deputy Director, Trade Remedies You will lead a team of c 30 people to ensure the smooth operation of the UK's trade remedy framework, protecting UK businesses from unfair international competition and preparing for future needs. Key responsibilities include:

  • providing inspiring and empowering leadership to you team, supporting them to develop expertise and navigate a complex policy landscape;
  • playing a key role in the collective leadership of the Trade Defence Directorate;
  • defending UK businesses from unfair trading practices such as dumping and subsidies through a modern and fit for purpose trade remedies system;
  • continuous improvement of our trade remedies framework, domestically and internationally;
  • sponsorship of the Trade Remedies Authority (TRA) and improving awareness of the TRA and the UK's remedies framework within industry; and
  • developing policy and negotiating trade remedies chapters in FTAs, and representing the UK internationally (bilaterally and in WTO).
  • Representing UK Trade Remedies in international fore and with domestic stakeholders.
  • Deputy Director, Trade Defence Strategy and Carbon Leakage You will be leading a team of c 15 people to play a key strategic and thought leadership function on Trade Defence across government. As this is a new and growing function for the Directorate the exact portfolio of work may evolve over time, but key responsibilities include:
  • building the culture and capability of a newly formed team to make sure it has maximum impact in leading and influencing the UK government strategic direction on Trade Defence;
  • playing a key role in the collective leadership of the Trade Defence Directorate;
  • setting the strategic direction on Trade Defence and advising ministers on our posture as part of both the industrial and trade strategies;
  • effectively anticipating and translating global trends to ensure advice is robust and future proofed;
  • leading a x-government analytical programme to inform our policy towards global overcapacity in key sectors such as electric vehicles, wider green tech, and steel;
  • agreeing how we best use trade tools to protect key sectors identified in the industrial strategy; and
  • ensuring that any interventions mesh with the wider policy landscape, for example with environmental measures such as the UK's Carbon Border Adjustment Mechanism.

  • Leading for DBT on Carbon Leakage and ensuring DBT interests are represented in the development and implementation of the UK's Carbon Border Adjustment Mechanism.
