Full Job Description

As a Social Work Family Hub Manager you will be based in one of our 7 Community Hubs, you will play a crucial role in working alongside children and their families, helping them to identify and achieve their goals. You will lead and develop an Early Help Multi-agency/disciplinary team offering a diverse range of Family Help services within the community. Working as an Early Help management team, you will provide a high quality, comprehensive service in one of the Family Hubs in accordance with the organisational needs, policy and practices of the Directorate and within statutory guidelines. As a registered and qualified Social Worker, you will also lead the operational management and oversight of Statutory Social Work responsibilities and processes within the locality. You'll be part of a supportive, innovative team that values professional growth and the well-being of the communities we serve., Job Purpose: Lead the development and management of a diverse range of Family Help services delivered from one of the Family Hubs, in line with national policy such as the Family Hub Framework. Working as part of an Early Help management team provide a high quality, comprehensive service in one of the Family Hubs in accordance with the organisational needs, policy and practices of the Directorate and within statutory guidelines. Lead the operational management and oversight of Statutory Social Work responsibilities and processes within the locality. Responsibilities:

  • Responsible for the Family Hub team, overall performance and contributing to Children's Services and wider priorities through geographically based Early Help services.
  • Work closely with schools and other educational settings and all aspects of early help in order to retain and strengthen cluster working arrangements.
  • Ensure that the Leeds Practice Model is embedded and work with partners to develop/integrate the hub offer across early help, including the wider partnership.
  • Support high quality, evidence-based practice ensuring that the service facilitates high support and high challenge. Enable colleagues and team members to take accountability and make decisions providing advice and guidance when required.
  • Support and develop key relationships, both internally and externally including with other teams and agencies supporting children and families. Proactively work with the front door safeguarding hub to support timely decision making and early help interventions.
  • Responsible for effective management oversight of the early help provision through a Family Hub and ensure families receive a timely, responsive and suitable service to meet their needs.
  • Facilitate group supervision ensuring outcome- based accountability in line with the Leeds Practice Model.
  • Deliver individual supervision and appraisal to staff members ensuring continuing professional and workforce development, to include the matrix management model of supervision and line management when appropriate for example in relation to Social Work or commissioned services.
  • To lead and manage the team, responding appropriately to employment related matters through a coaching and restorative style of management, providing both high challenge and high support.
  • Adopt and utilise approaches to help identify the most vulnerable families and emerging locality challenges by working with partners to develop integrated outcome focussed plans that support improved outcomes.
  • Act as an exemplar in the delivery of Early Help keeping abreast of, disseminating and promoting best practice while working with partners in the locality to support workforce development and collaborative approaches.
  • Take an active lead in building community capacity and development, promoting community led development and asset -based approaches.
  • Prepare and deliver briefings, reports and presentations where required both within and outside of the council.
  • Proactively performance manage and quality assure practice with regard to key performance indicators and ensure the effective measure of outcomes as part of a performance framework.
  • Prepare appropriate reports and undertake management actions to improve performance, as necessary.
  • Contribute to the Supporting Families Outcomes and Outcomes Framework by influencing the early help registration, assessment, planning and review of early help activity and championing the Supporting Families Programme across the partnership.
  • Be a visible member of an integrated management team at cluster/area or City-Wide level as appropriate and contribute to departmental, multi agency working groups as required.
  • Actively promote the effective use of resources and manage appropriate financial resources within Council Financial Procedures and Standing Orders.
  • Pro-actively deliver services to families achieved through successful external funding opportunities and identify/ report upwards where there are gaps in service provision.
  • Promote and instigate appropriate use of information technology, processes and systems in service delivery, maintaining records and management information to ensure efficient and effective service delivery.
  • Flexible and adaptable to change to assist other services as required commensurate to grade.
  • Actively engage in own professional development and participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills.
  • Induct, deploy, supervise and mentor the Hub multi-disciplinary and agency team.

  • Extensive experience of providing reflective supervision for staff and integrated working including the delivery of group supervision.
  • Good working knowledge and understanding of Outcome Based Accountability (OBA), the Early Help Strategy, Leeds Practice Model, restorative practice and Child Friendly City priorities.
  • For this role, the post holder will be required to be registered with one of the four UK Social Work regulators and have a minimum of three years post qualifying Child Protection experience., Qualifications Level 5 Qualification in a related field and/or a relevant professional qualification e.g. Social Work, Youth Work, Mental Health Teaching, Probation, as well as extensive experience in this area of work. Also a Management qualification or equivalent transferable skills. The Family Hub Manager (Social Work) will be required to undertake Social Work statutory responsibilities and processes. For this role, the post holder will be required to be registered with one of the four UK Social Work regulators and have a minimum of three years post qualifying Child Protection experience.   • Able to work effectively as part of a team and to demonstrate organisational and time management skills prioritising own and team's work to meet conflicting deadlines.

  • Understanding of commissioning and contracting processes including matrix management arrangements.

  • Proven track record of successful delivery of services to children and families contributing to the improvement in their outcomes.
  • To have a minimum of 3 years post qualification child protection experience.
  • Proven track record of successfully leading and motivating teams to deliver significant, sustainable service improvements and cultural change.
  • Experience of monitoring and evaluating services including inspection processes leading to improved outcomes for children and young people
  • Extensive experience of providing reflective supervision for staff and integrated working including the delivery of group supervision.
