HMICFRS independently assesses the effectiveness and efficiency of police forces and fire and rescue services – in the public interest. We promote improvements in policing and fire and rescue services to make everyone safer.
We are independent of the Government, police and fire and rescue services. We ask the questions that we believe the public wish to have answered and produce major reports that shine a light on issues at the very heart of policing and fire and rescue services.

HMICFRS is a unique organisation with staff seconded or loaned from across the Civil Service, police forces and fire and rescue services. As short-term, contracted staff, our Associates work alongside these staff and play an important part in contributing to the success of our inspection programme.
We set ourselves high standards, taking great pride in the quality of work we achieve and the opportunities we create for our staff., OPC are responsible for developing HMICFRS’ overall programme of work and overseeing the scheduling and resourcing of inspections, ensuring the right resources with the right skills are deployed. This work includes maintaining a scheme of contractors (‘associates’) for HMICFRS and managing all aspects of the associate scheme from onboarding, line management, drafting associate briefings and other communications and processing pay claims.
On an ongoing basis, OPC maintains an accurate view of organisational delivery and manages strategic planning and scheduling risks and issues. This role will require you to work closely with colleagues across the organisation and use existing processes and systems to understand inspection plans and identify and deploy the right resources to deliver inspections.
This role manages the overarching scheduling of fieldwork and the deployment of ‘associate’ inspectors to inspections. It is therefore key in ensuring the smooth delivery of the organisation’s inspection programme. You will work closely with colleagues of varying levels across the organisation to understand the latest inspection plans and resourcing needs as well as to ensure we balance our footprint in forces. Your work will also require you to maintain a good awareness of strategic priorities to factor into deployment decisions as well as ensuring deployment processes are followed and any tactical issues are resolved.
The responsibilities include:
+ Managing the deployment of inspectors to deliver our programme of inspections, ensuring the right inspectors are deployed, with the right skills and at the right time all in line with strategic priorities.
+ Ensuring effective processes are in place and adhered to in the requesting, selection and deployment of inspection resource, including for the identification of skills and experience and gathering and responding to feedback on allocations.
+ Building and maintaining strong relationships with key stakeholders, including associates and senior individuals both inside and outside the organisation to maintain an accurate understanding of their inspection plans and resourcing needs and providing solutions in an open, collaborative and constructive manner.
+ Development and provision of accurate management information, including to senior managers and key governance fora, and analysing to identify potential issues and recommending solutions. Driving delivery of continuous improvement of key aspects of our resourcing and deployment policies, processes and systems ensuring stakeholder buy-in.
+ Working closely with the other managers within the OPC team to support the wider team’s successful delivery of objectives, including identifying potential improvements or new ways of doing things.
+ Leading or helping on other ad hoc projects within the wider Corporate Enablers Portfolio as needed.
+ Leadership, including line management of two civil servants.

Behavioural statements
You need to provide specific examples of when you have demonstrated particular skills or qualities for each of the five Civil Service behaviours listed. Your examples must also show how you meet the Essential criteria and skills listed in the job description.

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) is a national organisation with a Head Office in Birmingham and regional offices in London, Salford and Leeds. In line with the Places for Growth Programme HMICFRS will relocate more roles based outside London and the Southeast over the next six to seven years. This role is being advertised on a national basis and could be located in any of our existing locations. Whilst it is some time in the future, candidates should note that although this role is currently being advertised in London, it is currently in scope to move outside of London no later than 2030. We currently operate a non-contractual hybrid working approach. There is a minimum workplace attendance requirement of between 60% and 100% depending upon business need.
