We are looking for a motivated candidate excited by the opportunity to provide strategic advice to high profile spending areas that impact everybody in the country. This is a business-facing role involving a high degree of stakeholder engagement and influencing, strategic awareness of policy, and an interest in government spending policy and policy delivery.

The NHS Finance team help DHSC to achieve Value for Money from the health and care system in the implementation of its strategic objectives. We work with a full range of stakeholders across NHS England, the department and government, including HM Treasury. We add value to decision-making and policy implementation by applying a financial lens, providing robust challenge of policy design and efficiency options; advice on strategic planning and risk management; assurance over reporting of the financial position of the system to Parliament - ensuring finance is at the heart of decision making to support deliver of strategic policy at the best possible value to the taxpayer.

We work across a range of complex policy and strategy areas, including workforce, system financial architecture, NHS services including primary care and pharmacy, clinical negligence, and medicines policy.

Successful candidates will be joining an inclusive and supportive team comprising of a mix of finance and policy professionals. The role involved providing advice to NHS and Department colleagues on how NHS finance will be impacted within a range of policy areas. The vacancy will be supporting the lead Finance Business partner covering a portfolio that includes Medicines, Prescribing, Pharmacy, MedTech, Health & Justice, NHS Inquiries, and NHS Supply Chain.

This is a business-facing role involving stakeholder engagement and influencing. Your role will be to consider the NHS financial impact and value for money of policy proposals and implementation in these areas, and provide financial advice, challenge, and business partnering support to a range of stakeholders across the Department, NHS England and wider government.

While this role sits withing the finance function it is not a technical finance-driven role - so don't expect to be spending your days producing monthly budget reports! - and would be suited to both a policy professional looking to develop finance skills, or a finance professional looking for an opportunity to work with policy and delivery stakeholders.

Role responsibilities

The candidate will support work on development of policy and projects relevant to spend within NHS England by:

· Building strong working relationships across a range of DHSC policy teams and external partners in ALBs.

· Knowing and being able to bring to life the 'story' behind the numbers.

· Joining up teams to ensure spend and finance issues are represented and appropriately managed in key policy areas, projects and programmes.

· Providing advice to policy teams and other partners early in the policy-making process on how financial considerations can support effective policy delivery.

· Providing advice that brings out the strategic consequences of policy decisions and is aligned to DHSC's wider financial aims and strategy.

· Providing insight on financial risks and opportunities to support reporting on the overall NHS financial position.

· Supporting engagement with HM Treasury on policy areas within portfolio.

· Reviewing Ministerial submissions and business cases and providing a financial view on affordability and Value for Money.
