Full Job Description

The Operational Lead will receive professional supervision and line management from the Clinical Services Manager. The Associate Clinical Director has overall responsibility for the work of the community services and also provides clinical leadership. The Operational lead works with the team's clinical lead to provide a consistent, high quality service which is recovery focused, and sensitive to the needs of a diverse community. Both are responsible for ensuring service delivery is of a consistently high standard and assisting the team in meeting these standards

In the NMHT and PCN, the Consultant Psychiatrists provides clinical leadership and the day to day management of non-medical staff is the responsibility of the Operational Lead, supported by the Senior Practitioners.

The post holder will also form part of a small team of senior staff who undertake the initial assessment and triage of new referrals, ensuring that appropriate recommendations are made for the management of each case it is passed to a more junior member of staff.

Main duties of the job

1. To take overall operational management responsibility for the NMHT and PCN, including the day-to-day management of all non-medical members of the team.

2. To be actively involved in multi-agency strategic planning and development of Recovery Services in Tower Hamlets.

3. To work with the clinical lead to support a team culture of ongoing Quality Improvement and learning.

4. To manage the team budget and ensure that all budgetary targets are achieved and that Trust and Local Authority financial systems and standing financial instructions are observed.

5. To ensure that all contract and performance targets are met and to lead in the setting, implementation and monitoring of local targets.

6. To monitor and have overall responsibility for managing the review of placements and community care funding, ensuring value for money. To allocate reviews of placements and care packages in line with Local Authority guidelines ensuring these are Care Act compliant and Recovery focussed.

7. To monitor and have overall responsibility for managing the review of existing trust and social care packages and placements, ensuring that enablement, recovery and value for money are primary considerations and that packages of care are ended when appropriate. To assist care co-ordinators and Senior Practitioners in the development of support plans that are care act compliant and are outcome focussed and support recovery.

Candidates should have an interest in working with severe and enduring mental illness and high comorbidity, with clients from a range of religious, cultural and ethnic backgrounds. The post holder will be expected to oversee professionals from other disciplines and partners. The successful applicant must have experience of working in the community with strong clinical and leadership traits.

Bethnal Green and Globe Town NMHT is a busy and diverse neighbourhood mental health team that is an integrated service between ELFT and Tower Hamlets Local Authority. We are based in the locality of Bethnal Green and work closely with primary care coleagues in our Sector.
