Full Job Description

As a Senior Operational Risk Consultant (DORA), you will be part of the independent risk function, working across the First, Second, and Third Lines of Defence (1LOD, 2LOD, 3LOD). This role is critical in providing oversight and challenge to strategic change programmes that impact operational resilience, introduce new products for customers, and ensure compliance with regulatory and legal requirements, including DORA (Digital Operational Resilience Act) regulations. You will play an integral part in managing risks related to operational resilience and compliance, ensuring the organization meets the regulatory requirements mandated by DORA. You will also be responsible for managing relationships with senior stakeholders, technical teams, and third-party suppliers. The role involves managing supplier risk and ensuring that all partners comply with relevant risk frameworks, helping to strengthen the overall risk management practices across projects.,

  • Develop Risk Oversight Plans: Collaborate in developing comprehensive risk oversight plans for assigned change programmes. Monitor key programme management activities such as risk, time, cost, quality, and technical change activities, including architecture, solution designs, third-party management, test plans, and migration plans.
  • Ensure Compliance with DORA Regulations: Ensure that all programmes align with the Digital Operational Resilience Act (DORA) regulations, focusing on operational resilience, third-party risk management, and compliance with relevant regulatory requirements.
  • Provide Assurance to Leadership: Offer assurance to executive management and the risk leadership team on the effectiveness of risk management practices. Ensure that operational, regulatory, and conduct risks are managed effectively across the programmes, with a particular focus on compliance with DORA.
  • Relationship and Supplier Management: Build and maintain strong relationships with internal stakeholders, senior leaders, programme managers, technical teams, and third-party suppliers. Ensure that key risks are managed and suppliers adhere to risk and compliance standards, particularly in relation to operational resilience and regulatory compliance.
  • Oversight Activities: Conduct ongoing risk reviews, control assessments, and provide tailored oversight activities based on the complexity of the programme. Ensure that oversight approaches are flexible and adapt to the evolving needs of the project.
  • Ensure Compliance with ERMF: Ensure that business areas comply with the organisation's Enterprise Risk Management Framework (ERMF), including risk identification, control management, policies, and regulatory requirements.
  • Collaborate Across the 3LOD: Work closely with all three lines of defence (1LOD, 2LOD, 3LOD) to simplify and strengthen project risk management practices, helping to drive improvements in risk management for the overall benefit of the business.
  • Provide Insight and Reporting: Present risk insights and updates to key governance forums, steering committees, and working groups. Ensure that risks are well understood and effectively managed, and deputize for the Head of Operational Risk Oversight (Change) as needed.

    To be successful in this role, you should possess the following experience and skills:
  • Programme/Project Oversight: Proven experience in overseeing or leading complex programmes or projects, particularly within retail banking, with a strong understanding of technical aspects.
  • Risk Management Expertise: Knowledge of assessing and managing risks in line with an Enterprise Risk Management Framework (ERMF) and familiarity with DORA regulations, including third-party and operational resilience risk management.
  • Stakeholder and Supplier Management: Strong interpersonal skills and experience in building and maintaining relationships with senior stakeholders, programme managers, and third-party suppliers. A proven track record of managing supplier risks and ensuring adherence to compliance standards.
  • Leadership and Decision-Making: Demonstrated leadership capabilities and the ability to make informed decisions under pressure, managing ambiguity, and balancing competing priorities.
