Grant Thornton's Economic Consulting division comprises 30 postgraduate economists who provide specialist regulatory, competition and economic valuation services on an advisory and independent expert basis to economic regulators, government, corporates and their legal advisors. Frequently working alongside colleagues from across Grant Thornton, we advise on high profile issues in all major sectors of the economy. Examples of our projects in the regulatory economics space include:

  • Delivery Partner on Ofwat's PR24 price control
  • Delivery Partner to Ofgem on the upcoming gas and electricity price controls
  • Submitting a report on behalf of INCA assessing the competition impacts of Ofcom's upcoming Telecoms Access Review
  • Advising DBT on the market failure in postal services and potential interventions
  • Advised the UK aviation industry and regulators on the approach to cost assessment, performance incentives and charges for non-aviation activities
  • Assisting on the regulatory audit of two network operators in Ireland
  • Independent expert on an judicial review of a utilities regulator physical infrastructure sharing remedies.
  • Advising the Payment Systems Regulator on market reviews and remedies in the payments space
  • Advising leading banks and insurers on the implementation of consumer duty regulations, including assessment of fair value.
  • Assessing value for money and advising on subsidy matters in relation to Government investment in a major transport initiative

A look into the role The Economic Consulting team is expanding its regulatory economics capability. We are looking for economists to join us at Manager grade to help us to grow our practice across all major regulated sectors. You may be a generalist regulatory economist, or you may have expertise in specific sectors e.g. energy, telecoms, water, financial services or payments. As an Economic Consulting Manager within our Economic Consulting team, you will be:
  • Responsible for regulatory economic projects for clients, leading analysis on large cases or a portfolio off cases.
  • Produce quality economic analysis, insights and arguments (including ability to source data from multiple sources, manipulate large data sets and work with complex Excel models).
  • Be able to interpret and challenge data and economic/financial models and communicate economic concepts effectively.
  • Be able to scan the regulatory and supervisory landscape and execute evidence-based qualitative and quantitative analysis of the impacts of new policies and regulation on market efficiency.
  • Experience supporting or challenging companies' business plans.
  • Preparing PowerPoint slides, memorandums and formal written reports and presenting the results, alongside other members of the team, and directly with clients.
  • Liaising with clients including project updates and presentation of analysis.
  • Working alongside Directors and Partners to develop client relationships and to write proposals.
  • Identifying opportunities for business development including drafting thought leadership material.
  • Supporting analysts to develop and achieve their potential.

    Joining us as a Regulatory Economic Manager within our Economic Consulting, the minimum criteria you'll need is an MSc in Economics and experience as a regulatory economist, gained in consultancy, industry or at an economic regulator. It would be great if you had some of the following skills, but don't worry if you don't tick every box, we'll help you develop along the way.
  • Experienced using Microsoft Office including Excel
  • Good oral and written communication skills
  • Experience of presenting complex arguments to a range of stakeholders
  • Familiarity with regulatory frameworks and guidance (eg, HMT Green Book or sector economic regulation)
  • Ideally you have experience in or are keen to specialise in one or more of the following areas:
  • A regulated sector e.g energy, telecoms, water or payments
  • Market investigations
  • Regulatory finance
  • Cost assessments
  • Price controls
  • Regulatory impact assessment
  • Regulatory disputes
