Full Job Description

The post holder will work for the Screening Sub-Directorate in the Vaccination and Screening Directorate. The Directorate is responsible for discharging the NHS public health functions agreement, under which the Secretary of State delegates responsibility to NHS England for certain public health services, known as Section 7A services. This includes responsibility for around 20 immunisation programmes, 11 screening programmes and other services such as child health information services (CHIS).
The post-holder will be responsible for leading a defined set of interdependent projects across the Screening sub-directorate, and the associated business change activities. They will have primary responsibility for successful delivery of the required outcomes, including the establishment of appropriate governance and assurance, monitoring progress, managing risks and issues and ensuring the business readiness for change., + Responsible for the delivery of specific projects agreed with NHS England and provide subject matter expertise around project management.
+ Plans, supports and facilitates a range of projects within a programme structure or across a range of programme structures, where the post holder may need to consider interdependencies and mitigation of issues and risks.

+ Managing the set-up and delivery of projects, working with colleagues and subject matter experts on the strategic planning, scoping, design and the delivery.
+ Deliver significant projects for NHS England that supports system transformation and delivers corporate transformation across the new operating model.
+ Manage the whole lifecycle of a project, reporting on progress and managing risks and issues, escalating where necessary to the project board.
+ Support organisational change and the uptake of initiatives that support excellence.
+ Ensure benefits are identified, understood, measured, tracked and owned.
+ Demonstrate flexibility and support new programmes and projects where necessary.
Service Improvement
+ Develop appropriate, robust, information systems to ensure that all project documentation is stored and used effectively (PID, dashboards, highlight reports, risk and issues logs etc).
+ Develop and deliver, as required, training relating to project delivery and managing change.
+ To ensure all public contact with the Programme office is of highest professional standard.
+ To embed patient and public involvement where appropriate at all levels of decision making.
+ Be a champion for best practice, learning from experience and from others, supporting the spread of innovation within the organisation.
+ As part of a Project and Programme Management community of practice contribute to the development of projects and programme management approaches and ways of working across the organisation(s)
Analysis & Judgment
+ Identify options using agreed criteria and use initiative to test solutions in advance.
+ Contribute to the development of key performance indicators and milestones for specific projects.
+ Interrogate and analyse, sometimes highly complex, information to support the delivery of clear project reporting and project outcomes.
+ Write and submit regular project reports for the programme board showing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations where a range of options may exist
Communication
+ Provide additional support to the wider project management team through working flexibly to directly assist other projects where they may be a subject matter expert or through research and development and delivery of materials as required.
+ Provide expertise of best practice change and project management methodologies.
+ Communicate, engage and build relationships with key strategic policy makers to influence the development of strategy and policies.
+ Engage and manage relationships with stakeholders to achieve a common purpose and realise mutual benefits where there may be contentious decisions to be made around performance or finance etc.
+ Forge close working relationships across the organisation to facilitate an effective matrix style approach to delivery of projects and programmes of work
Financial Management
+ Provide support as required to the budget holder for specific projects, tracking and reporting on spend.
+ As required, support the monitoring and management of the budget effectively, acting in accordance with organisational financial policies and procedures.
+ Constantly strive for value for money, ensuring financial balance is achieved.
+ Provide financial updates and reports as required
People Management
+ Provide day-to-day management of a small team as required.
+ Support the recruitment of new team members.
+ Responsible for undertaking Personal Development Review and personal development of team members.
+ Lead multi-disciplinary teams and manage interactions between other internal functions as required.
Research & Development
+ Co-ordinate research and development initiatives, delegating as appropriate.
+ Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information
Policy & Service Development
+ Works within organisation and national guidance, interpreting national guidance relevant to the project and acting a subject matter specialist within the specific project area.
+ Develop standardised operation processes and procedures for projects, and work with senior team members to develop project management policies that apply across NHS England.
+ Keep patient interest at the centre of all activities and involve patients and public in policy development and project and programme delivery where appropriate.
