Full Job Description

The Central Portfolio Office (CPO) sits at the heart of GSTT's strategic transformation agenda, shaping and managing the portfolio of change projects and programmes to deliver the Trust's strategy - 'Better, faster, fairer healthcare for all'.
The Trust has an ambitious capital programme with significant investments in digital technology, medical equipment and estates; as well as a wider transformation agenda to transform public healthcare in the UK.
Your role will provide PMO support to GSTTs project delivery teams covering digital, estate and business transformation projects and programmes. You will be working closely with project managers and clinical / operational SROs to improve the delivery of their projects and programmes.

Lead and deliver special projects as required by the Deputy CEO.
Delivery process: Own and continually improve the delivery processes and project tools and templates for the delivery teams. Work with project teams to capture lessons learned during project delivery and embed these lessons in improved processes.
Prioritisation and portfolio management: Work with the rest of the portfolio office and strategic finance teams to maintain and refresh the Trust's rolling five year capital plan, identifying the priorities for investment. Ensure resources are allocated in line with the Trust Strategy.
Assurance: Conduct assurance on all projects in the relevant delivery portfolio, including business case reviews, gateway assurance and project health checks., Strategy and portfolio management
+ Support priority setting (resource allocation and capital planning), to ensure resources are allocated in line with the Trust Strategy and Priorities.
+ Support and shape the development of multi-year programmes in an evolving, complex and sometimes ambiguous environment.
+ Proactively monitor progress to ensure the portfolio is managed in line with the Trust's Strategy and Values, Standing Financial Instructions and project management processes.
+ Lead engagement with the project managers in one of the core Delivery teams (Essentia / DT&I) to improve the delivery of their change portfolios.
+ Oversee reporting produced by Project and Programme Managers, ensuring that reports submitted for delivery group projects are accurate, and of a high quality.
+ Manage engagement plans for project portfolio to proactively ensure that positive and effective relations are developed and maintained between members of the team, all clients and key internal and external stakeholders throughout the project.
+ Work in a matrix management style and foster close working relations with other stakeholders across the organization.
+ Work with CPO Delivery Lead to shape the agendas and papers for key governance meetings, providing chairs briefs to delivery function leadership team as required, sensitively landing challenging messages.
Process and continuous improvement
+ Manage the setup of all new projects, supporting the Senior Responsible Officer (SRO) to set up effective project governance and develop high quality project initiation documentation.
+ Own, update and communicate the project delivery process maps for their functional area within the Trust 'Project Playbook', a repository of Trust Policy documentation. Act as an expert advising project teams on process and governance.
+ Work with delivery function leadership to develop and improve policies and standard operating procedures for the delivery function.
+ Manage the continuous improvement process, facilitating production of lessons learned reports for every project and ensuring these lessons are embedded in the delivery of new projects
+ Coordinate training programmes and monitor compliance with training standards of delivery teams. Manage the induction of new project managers.
+ Identify gaps in knowledge within the delivery function and proactively develop and deliver additional training to project managers.
+ Manage change control of portfolio, identifying where scope, time or budget is exceeding agreed tolerances and supporting project teams to raise change requests through appropriate governance
Responsible for ensuring the effective use of the digital PPM tool to enable all aspects of project delivery and reporting across the delivery function.
Major programmes
+ Support the Head of Major Programmes and Portfolio to provide assurance on the major programmes in the Clinical Groups they are supporting (ongoing assurance, gateway reviews, programme health checks).
+ Support the development of, and provide assurance on, programme reports going to TEC and TMP.
+ Build relationships with major programme teams, acting as the CPO representative on Major Programme project meetings and deputising for the Head of Major Programmes and Portfolio when required.
Project assurance
+ Represent the CPO on relevant project and programme boards (both capital and non-capital) in their functional area, playing an active role to shape and steer top priority projects and provide ongoing assurance.
+ Conduct assurance on all projects in the relevant delivery portfolio, including business case reviews, gateway assurance and project health checks.
+ Audit reporting compliance of portfolio, including progress against plan, RAID and finances. Work with project teams to improve the quality of information being provided to senior stakeholders.
+ Clearly communicate assurance outputs, including complex and contentious findings and information, to SROs, governance boards and senior decision makers in order to ensure that corrective action is taken.
+ Proactively mitigate risk across the delivery portfolio, and provide assurance to leadership of effective risk and dependency management.
Financial management
+ Ensure successful management of the capital budget(s) allocated to the delivery function.
+ Ensure that project related business plans are underpinned by detailed and robust financial plans through budget planning and negotiation of appropriate budgets.
+ Actively monitor expenditure against budget and address problems at an early stage. Work with project teams to improve the quality of financial reporting and forecasting.
+ Proactively monitor resource allocation across the delivery team to ensure alignment to the Trust's strategic priorities.
+ Support the commissioning and procurement of products, equipment, services, systems and facilities, as required for the delivery of the project.
Team leadership and development
+ Full line management for junior staff as required. Support recruitment across the CPO.
+ Functional management of other CPO team members (e.g. governance and secretariat).
+ Provide peer support to other staff in the CPO, working on cross-CPO projects as required.
+ Actively contribute to the wider CPO, proactively identifying opportunities to improve the team's ways of working.
+ Deliver training, orientation, and education to staff within the CPO, and in the delivery teams.
+ Work on special projects for the Head of Major Programmes and Portfolio as required.
+ Regular horizon scanning of best practice and ways of working within the sector and within project management.

+ Maintain up to date knowledge of a range of relevant skills including project and portfolio management best practice and be responsible for developing and maintaining own CPD programme.

+ Formal qualification in Project or Programme management (PRINCE 2 or MSP) or equivalent.
