Full Job Description
As Senior Compliance Manager, you will have the responsibility for ensuring the delivery a large-scale programme of landlord's compliance activity (service, inspection and testing), for the second largest local authority landlord in the UK (over 50,000 homes). This opportunity comes at a time where the safety of social housing tenants is high on the national agenda, and is essential to the council delivering safe and quality of council homes, and meeting the housing challenges which have been laid down by the Regulator of Social Housing in the regulatory standards for housing. You will work alongside innovative and passionate colleagues, as a member of the wider Asset Management (Housing) leadership team, using your leadership skills, knowledge, and experience to lead and develop a large compliance team. Working with service providers and contractors will provide excellent opportunity to showcase and enhance your contract and programme management skills., The role brings a fantastic opportunity to work with the citizens of Leeds and alongside multi-disciplined teams within the Housing Leeds service. As the sector transforms in response to wave of regulatory changes, your ideas, leadership, and joint working will pave the way for quality housing in the city form many years to come. You will be responsible for ensuring the delivery of effective, efficient, and customer focused compliance programmes, and for working alongside other Asset Management colleagues to ensure that safety compliance is integrated into all elements of service., To successfully lead and manage the development and implementation of planned compliance programmes in-order to meet legal and regulatory requirements as well as Council policies and requirements. To achieve high levels of efficiency, cost effectiveness and quality, ensuring maximum performance in accordance with the targets, standards and policies of the Council. To ensure overall value for money is achieved through the effective management of internal and external service providers.,
- To plan, develop and implement the councils planned compliance programmes and relevant strategy in relation to mechanical and electrical servicing, testing and maintenance in rented council homes so as to meet agreed organisational performance targets and plans within agreed budgets and timescales.
- To ensure all activities are delivered in compliance all legal and regulatory requirements and with the councils policies and requirements including financial regulations and contract procedure rules, quality management, health and safety, equality and diversity, legal stipulations, environmental policies and general duty of care.
- To contribute to the evaluation and development of policy, operational strategy and performance in co-optation with directors and service managers.
- To ensure the delivery of prompt, efficient services to all customers and stakeholders with a focus on delivering services 'Right First Time'.
- To ensure appropriate and accurate records are maintained for all activity in-line with the Councils data handling procedures.
- To drive customer excellence and develop services which engage with customers and are developed through customer feedback and customer lead service improvements.
- To monitor measure and report on operational issues within agreed formats and timescales and to a wide range of audiences.
- To formulate budgets under delegation, monitor expenditure to ensure that services are delivered within available budgets and where necessary develop, recommend and/or implement corrective action including preparing reports and statistics for senior management within the Council's Financial Regulations and procedures.
- To liaise with other service managers and directorate's within the Council in-order to ensure the efficient and integrated delivery of the Councils Repairs and Maintenance policy and relevant strategies across the full range of housing services by ensuring they are fully informed of operational objectives, purposes and achievements.
- To maintain an up to date, expert awareness and knowledge of a full and comprehensive range of repairs and maintenance theories and methods and provide suitable interpretation and technical advice to directors, managers and staff within the organisation as well as all other stakeholders.
- To participate in procurement activity and ensure that appropriate arrangements are in place to enable the effective management and monitoring of internal and external service providers including sufficient and adequately trained staff in-order to effectively manage contracts.
- To facilitate joined up working with suppliers and partner's in-order to continually improve performance and efficiency and drive added value from contracts and supply agreements.
- To ensure the appropriate evaluation, monitoring and reporting of risks.
- To deputise for the Deputy Head of Asset Management as and when required.
- To lead, manage and motivate staff and team members, recruit staff, train and develop staff, in-accordance with Council policies and employment laws, and ensure that relevant procedures are understood and followed.

- To work with all staff within the Housing Asset Management team to continually improve services in-order to achieve excellence.

- To work collaboratively with other Housing Leeds teams to achieve efficiencies and best value where practical and possible.

- Occasionally, this post may require work to be undertaken at short notice outside normal working hours in order to meet the demands of the service.

As a Senior Compliance Manager you will bring to the role: - A detailed knowledge of a landlord's responsibilities and legal duties to carry out planned servicing, testing and maintenance of mechanical equipment,
- Excellent communication skills and ability to work with others and form positive relationships,
- Experience of managing programmes of this scale,
- Proven track record of leading and managing a multi-disciplinary team, Minimum building/construction related qualification to HNC / HND level or equivalent experience,
- A management qualification or equivalent experience, Essential requirements It is essential that the candidate should be able to demonstrate the following criteria. Candidates will only be shortlisted if they can demonstrate that they meet all the essential requirements. Knowledge
- A detailed knowledge of a landlords responsibilities and legal duties to carry out planned servicing, testing and maintenance of mechanical equipment,
- Detailed knowledge of contract management and how it relates to the service area,
- Extensive knowledge of building services maintenance and in particular of property compliance programme requirements in relation to landlords responsibilities,
- A thorough knowledge of Health and Safety legislation, and practice (including Asbestos)and the Construction (Design & Management) Regulations 2007.
- A sound understanding of social housing and government policy including current issues affecting the sector.
- A good commercial knowledge and an understanding of modern methods of procurement and procurement legislation including OJEU procedures as well as effective contract management procedures Specific Skills and Competencies

- Of developing asset management related policy and procedure., It is desirable that the candidate should be able to demonstrate the following criteria. Candidates are not required to meet all the desirable requirements however these may be used to distinguish between candidates.
- Degree Level qualification in Building Services maintenance or equivalent experience.
- A relevant project management qualification
- Evidence of continual professional development
- Membership of a professional body i.e. RICS building surveying.
- Qualified gas engineer
- Qualified electrical engineer
- To manage procurement exercises to achieve excellent results
- Of working with an Internal Service Provider
- Experience of procurement of both large and small contracts within the public sector
- Experience of working within a political environment
- Effective working within a partnership environment.
- Leading complex negotiations to a satisfactory outcome.
