Full Job Description
Reporting to the BBC's Chief Economist, you will be expected to apply your creativity and expertise to both develop and deliver high quality analysis, taking a lead on projects across a wide range of areas, including:
- As part of regulatory processes, undertake market impact analysis and public value assessments, applying competition economics skills and theories to real-world changes to BBC services (for example, analysing the public value and market impact of the BBC's plans to launch four new radio stations);
- Key public policy questions facing the BBC, including as part of the upcoming Charter Review process by DCMS;
- Furthering the BBC's understanding of the public value it delivers to audiences, the economy and wider society (for example, our recent reports on the BBC's economic impact on Birmingham and Northern Ireland); This may include conducting in-house research and analysis as well as managing consultancy projects which lead to published reports and outputs. Alongside the rest of the team you will help to shape our workplan, bringing you own insight and ideas to bear. The role has a high level of exposure to senior colleagues working across the whole of the BBC. For many of the projects you will be expected to collaborate closely with other divisions of the BBC including Legal, Audiences, Content, R&D and the wider Corporate Affairs division. You will have the opportunity to cultivate external relationships, including with the academic community to support our work and enhance our understanding of the media and creative sector.
- Experience as a professional economist, gained within either a competition/regulatory authority, government department undertaking policy formulation, a consulting environment, academia, or in industry. This will be supported by a qualification in economics.
- Evidence of quantitative skills including Excel based modelling, econometrics or other technical skills.
- Experience of Industrial Organisation, Competition Economics, Behavioural Economics or Economic Appraisal and evaluation.
- Experience of stakeholder management and advising senior management.
- An effective communicator with strong interpersonal skills with an ability to confidently present complex data and arguments both spoken and in written form.
- A collaborator that is able to bring people together and work in multidisciplinary teams.
- Proactive and able to work autonomously to design and drive projects forwards. Knowledge and understanding of the media sector is advantageous but not necessary. Proficiency with Excel is required, knowledge of either R or Python is desirable but not essential.
- Excellent career progression - the BBC offers great opportunities for employees to seek new challenges and work in different areas of the organisation.
- Unrivalled training and development opportunities - our in-house Academy hosts a wide range of internal and external courses and certification.
- Benefits - We offer a negotiable salary package, a flexible 35-hour working week for work-life balance and 25 days annual leave with the option to buy an extra 5 days, a defined pension scheme and discounted dental, health care and gym. The role can be based in any of our main Hubs (London, Salford, Birmingham, Glasgow and Cardiff) with some travel to London. The BBC operates a hybrid working culture, with a mix of office and home based working. The Public Policy team is the guardian of the BBC's understanding of its regulatory and public policy environment. It manages the BBC's relationship with key external stakeholders and leads the development of public policy positions. The Public Policy team forms part of the Corporate Affairs group and therefore sits right at the heart of the BBC. The Economics team provides analytical and economic expertise to support projects across three broad areas: i) regulation and competition; ii) public policy; and iii) conducting research which helps to deepen the BBC's understanding of the economic and social value it provides., The BBC is committed to redeploying employees seeking suitable alternative employment within the BBC for different reasons and they will be given priority consideration ahead of other applicants. Priority consideration means for those employees seeking redeployment their application will be considered alongside anyone else at risk of redundancy, prior to any individuals being considered who are not at risk. We don't focus simply on what we do - we also care how we do it. Our values and the way we behave are important to us. Please make sure you've read about our values and behaviours here. Diversity matters at the BBC. We have a working environment where we value and respect every individual's unique contribution, enabling all of our employees to thrive and achieve their full potential. We want to attract the broadest range of talented people to be part of the BBC - whether that's to contribute to our programming or our wide range of non-production roles. The more diverse our workforce, the better able we are to respond to and reflect our audiences in all their diversity. We are committed to equality of opportunity and welcome applications from individuals, regardless of age, gender, ethnicity, disability, sexual orientation, gender identity, socio-economic background, religion and/or belief. We will consider flexible working requests for all roles, unless operational requirements prevent otherwise.
Salary: anticipated range £60,000 - £70,000pa (plus London Weighting £5,319pa if London based), depending on relevant skills, knowledge and experience. The expected salary range for this role reflects internal benchmarking and external market insights. We're happy to discuss flexible working. Please indicate your choice under the flexible working question in the application. There is no obligation to raise this at the application stage but if you wish to do so, you are welcome to. Flexible working will be part of the discussion at offer stage.
