Full Job Description
The 'One Children's Service Transformation Programme' is seeking to deliver stability, improvement and confidence in transforming our Children's Services Directorate. This is a high priority programme, mandated by the Corporate Management Team, and connected to the 'A Bright Future Strategy' where there is a vision that Children and Young People in Plymouth grow up healthy and happy, safe and able to aspire and achieve; living in resilient families and communities, able to take advantage of a broad range of opportunities. The 'One Children's Service Transformation Programme' has 8 large-scale projects set out to deliver
- service improvements (improving the performance and quality of our Children's Social Care, SEND and Vulnerable Learners services)
- service assurance (reducing demand and managing the costs of children in care placements, home to school transport and special education placements)
- service modernisation (developing new organisational structures, processes and digital practices) The Service Improvement Project for the SEND Local Area Improvement Plan is aiming to respond to last year's OFSTED Inspection that outlined that PCC and all its partners must put children and young people with SEND at the heart of our plans, our action and our oversight. This is a multi-agency and high profile project that is seeking to co-ordinate the delivery of 6 priority action areas and 3 improvement areas:
- Priority Action Area 1:Leaders, including Plymouth City Council, Devon Integrated Care Board, and school and college leaders must put children and young people with SEND at the heart of all improvement plans by ensuring they contain clear oversight and tracking to measure the direct impact on children, young people and their families.
- Priority Action Area 2: Leaders, including Plymouth City Council, Devon Integrated Care Board, and school and college leaders should work together and share information to enable the earlier identification of children and young people with SEND who are at risk of increased vulnerability and negative outcomes.
- Priority Action Area 3: Leaders, including Plymouth City Council and school and college leaders should work together to reduce the likelihood of exclusion for pupils with an EHCP
- Priority Action Area 4: Devon Integrated Care Board should work with partners to risk assess children on waiting lists, ensuring that those with multiple needs get the earliest support possible.
- Priority Action Area 5: Plymouth County Council leaders should ensure that children and young people with SEND who also have social care needs get the care and support they need. Particularly: a. vulnerable children living in residential special schools and children's homes at a distance. b. children receiving short breaks without effective oversight and review including reassessment when needs escalate.
- Priority Action Area 6: Leaders across health, social care and education should improve the consistency of the support offered to children and young people with SEND by ensuring: a. all children receive the mandated checks in line with the Healthy Child programme. b. all children and young people benefit from a consistently applied graduated response.
- Improvement Area 7: Leaders across the Partnership should continue to address long waiting times for children and young people requesting support from health services.
- Improvement Area 8: Leaders must ensure that all social care, health and education practitioners have the training they need to provide consistent identification, care and support for children and young people with SEND.
- Improvement Area 9: Leaders should use the information available to them to plan ahead, ensuring the right services and support are in place to meet the future needs of children and young people with SEND in Plymouth.

This is an excellent opportunity to oversee and support the improvements that will make SEND an excellent offer for the children and young people in Plymouth. The successful applicant will provide robust project management and support to the SEND Priority Delivery Groups, working across organisational boundaries and reporting to senior managers and external boards. This is a challenging and exciting project and will suit an officer with a strong understanding of the SEND Service and an ability to work within a project and programme environment.
