Full Job Description

The Solid State Phased Array Radar System (SSPARS) Military Satellite Communication (MILSATCOM) Lead is responsible for the operations and maintenance of the MILSATCOM functional area. They shall conduct initial training of new personnel and recurring training for all personnel in the Defense Communications Satellite Subsystem (DCSS), the AN/GSC-39C and AN/GSC-52 Defense Satellite Communications Systems, AN/FRC-181(V)2 MILSTAR Satellite System, and other areas as required. The MILSATCOM Lead will act upon and manage circuit implementations in accordance with Telecommunications Service Orders (TSO's). They will maintain oversight of critical supplies, bench stock, Test Measurement Diagnostic Equipment (TMDE), and tools. They are the Primary Equipment Custodian and Primary COMSEC Responsible Officer (CRO) for the MILSATCOM area. Other duties and responsibilities may be assigned to meet the changing needs of contract performance. The MILSATCOM Lead will report to the Site Manager and Contractors Program Manager. Responsibilities Major Job Activities:
- Supervises the communications maintenance work center utilizing the appropriate operating instructions, Technical Orders, and Defense Information System Agency (DISA) Circulars, in the operation and repair of equipment. Ensures operational availability requirements are satisfied IAW the Performance Work Statement (PWS). Comprehends technical data and is able to use test equipment for system troubleshooting and repair.
- Responsible for the training of new personnel in a timely matter. Updates training records, and ensures training programs are up to date with the installation or removal of equipment.
- Creates and submits appropriate reports (satellite equipment reports, outage reports, unscheduled event reports) as needed. Requests Authorized Service Interruption's (ASI's) as needed to perform maintenance.
- Primary equipment custodian responsible for maintaining the Custodian Authorization & Custody Receipt Listing (CA/CRL) and all associated paperwork for the account. Coordinates with supply on matters of turning in, or ordering of equipment items. Conducts annual inventory of all equipment items, and ensures that they are labeled correctly.
- COMSEC Responsible Officer (CRO) for the work center. Receives and accounts for all new COMSEC from the COMSEC Manager (CSM). Ensures proper inventories of all COMSEC material are conducted and annotated in the Master Station Log (MSL).
- Oversees Crypto updates and verifies proper destruction practices are being followed and annotated on the correct forms. Creates Emergency Action Plans (EAP) for situations in accordance with proper directives.
- Works with Network Control Terminals (NCT), telecommunications users, Network Operation System Centers (NOSC), and other facilities in the timely troubleshooting and restoration of communications.
- Coordinates with the Precision Measurement Equipment Lab (PMEL) on ordering new test equipment or repair / replacement of older test equipment. Turn in and receive equipment that needs to be calibrated and returning from calibration.
- Coordinates with other agencies and Site Plans and Programs office concerning equipment installations.
- Is accountable for supply point and bench stock items. Requests funds prior to utilization of parts. Conducts a monthly inventory of bench stock items and completes annual / periodic inventories.
- Executes the proper actions for incoming and outgoing classified documents and equipment. Ensures the proper documentation and packaging of these items.
- Updates operating instructions to account for new procedures or policies.
- Is the Chief of Records (COR) for the office, oversees the office filing system to insure completeness and correct filling of items using the AFRIMS program in accordance with Air Force Policies, DISA Circulars, and other directives.
- Inputs equipment data Preventative Maintenance Inspections (PMI) schedules into the Integrated Maintenance Data System (IMDS). Checks weekly status of overdue PMIs, and corrects errors to input data. Material & Equipment Directly Used: US Space Force (USSF) classified and unclassified computer systems, satellite communication consoles, SIPRNET, NIPRNET, encryption devices, and network management tools. Working Environment:
- Standard Communications / Operations center environment
- May require performing exterior installations/maintenance in adverse weather conditions.
- May require extended hours or weekends to meet mission requirements.
- Occasional travel may be required to support on/off-site testing or training activities. Physical Activities:
- Sitting at computer workstations for long periods while monitoring satellite communications.
- Walking and standing during inspections and coordination with other teams.
- Reaching, bending, and crouching to access communications equipment.
- Must be able to lift or move items weighing up to 50 pounds or more.
- Be able to walk at least 500 feet in extremely cold weather, negotiate multiple sets of stairs without assistance, and have the ability to distinguish colors.
Education / Certifications: - Bachelor's degree in Computer Science, Engineering, Information Technology or other related field. 8-10 years of MILSATCOM technical experience may be substituted for a degree.
- Completion of civilian or military SATCOM training, Technical Control training or the equivalent.
- Preferred certification: Certifications in network security, such as Security+ or similar certifications from DoD 8140 Cyber Workforce Qualification Program.
- Must be a U.S. citizen and possess a DoD Top Secret security clearance or be eligible to obtain and maintain one. Required Experience: 8-10 years of MILSATCOM technical experience. Skills & Technology Used:
- Communications/Electronics troubleshooting.
- Automated office products such as Microsoft Office (Word, Excel, Outlook).
- Excellent communication skills both written and verbally. Supervisory / Budget Responsibilities: May supervise subordinate workers performing Communications operations, activities, and services.
