The Solid State Phased Array Radar System (SSPARS) Site Quality Program Manager will be responsible for developing, implementing, controlling, and reporting the status and findings of the quality assurance program at the site. The manager will work closely with the site manager and their team to ensure contract compliance and address any noncompliance issues. The manager will ensure the quality program aligns with site requirements and program objectives, contributing to the effectiveness of radar operations and maintenance. The Site Quality Program Manager will report to the Contractors Quality Program Manager while being administratively managed by the Site Manager. Responsibilities Major Job Activities:

  • Direct and manage the onsite quality assurance program.
  • Maintain a thorough understanding of Performance Work Statement (PWS) requirements and site responsibilities.
  • Interpret and develop in-depth quality checklists based on contracts, Air Force documentation, Technical Orders, and local regulations.
  • Conduct regular inspections of work centers to ensure compliance with quality standards.
  • Oversee the local Self Inspection Program, ensuring continuous improvement and adherence to quality protocols.
  • Coordinate the System Outage Reports (SORs) to minimize downtime and maintain operational readiness.
  • Manage the local Recommended Contract Change (RCC) and Request for Contract Clarification (RFC) Program to address and implement necessary adjustments.
  • Identify, document, and initiate corrective actions for any nonconformities related to the product, process, and quality system.
  • Conduct follow-up inspections to verify the resolution of identified nonconformities.
  • Communicate quality issues and findings to the Quality Program Manager and contribute to the formal cross-feed program.
  • Perform inspector duties as outlined in the approved Quality Program Plan.
  • Provide monthly quality status reports to the Contractors Quality Program Manager, incorporating inputs from all departments.
  • Act as the controlled document manager, overseeing document changes and ensuring accuracy and consistency across work centers.
  • Serve as the Site Training Monitor, ensuring that all personnel complete required training and that training records are up to date.
  • Provide support and backup to other site management positions as needed.
  • Material & Equipment Directly Used: US Space Force (USSF) computer systems, Office 365 applications, quality management software, inspection tools, and compliance tracking systems. Working Environment:
  • Primarily in an office setting, but may spend time in maintenance shop, warehouse environment, or outdoors for extended periods.
  • Extended hours, weekends, and holidays may be necessary to meet program objectives.
  • Travel around site area may be required.
  • Ability to travel domestically and internationally. Living and working conditions at the assignment location could be remote and uncomfortable (Clear SFS, AK and Pituffik SB, Greenland). Long hours, exposure to weather and hazardous conditions.
  • Physical Activities:
  • Walking and standing during site inspections and meetings.
  • Sitting for extended periods during planning and administrative tasks.
  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
  • Typing and using a computer for extended periods.

    Education / Certifications:
  • Bachelor's degree in Engineering, Computer Science, Information Technology, or a related technical field is required.
  • Must be a U.S. citizen and possess a DoD Top Secret security clearance or be eligible to obtain and maintain one.
  • Required Experience:
  • 8-10 years of experience in managing, administering, and supervising a quality assurance program.
  • Minimum of four years of experience in office administration.
  • Skills & Technology Used:
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Strong verbal and written communication skills, with the ability to interact effectively at all organizational levels.
