On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington. ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:

  • to improve outcomes in population health and healthcare
  • tackle inequalities in outcomes, experience and access
  • enhance productivity and value for money
  • help the NHS support broader social and economic development.

The postholder will support the team in the negotiation, development, and documentation, as well as the oversight and management of healthcare contracts within the team's scope. The role will support the ICB to operate an effective and high-quality contract management & oversight function that considers national and local commissioning priorities and plans. The postholder will be required to provide a high level of technical expertise and structure to the contracting process, ensuring it is communicated & implemented in the organisation. This will involve supporting the development and implementation of systems and processes to underpin robust contract management & reporting. The role involves operating in a complex, multi-disciplinary environment that requires the highest level of interpersonal communication and negotiation skills to ensure delivery of objectives. The postholder will ensure the creation, updating, and timely issuing of all contracting documentation in line with appropriate legislation, ICB policies, and standing instructions. The role will also lead the contracting for services, service transfers, & changes & provide strategic leadership and management of all activities to ensure we have robust, effective contracts that deliver the ICB's core priorities. There will be a requirement to work collaboratively with other Heads of Service to deliver the overarching objectives., The post holder will be required to work in one of our central London offices at least once a week and will be able to work flexibly from home on other days of the week. This role will be responsible for providing support to the Head of Business Processes to deliver their responsibilities related to all contracting matters including but not limited to the following:
  • Delivery of the function as set out earlier within this document and the delivery of efficiencies and planning activities required by the team.
  • Overseeing the creation, updating and issuing of all contracting and other documentation in line with appropriate legislation and ICB policies and standing instructions.
  • Oversight of the reporting of activity, performance, quality and finances in collaboration with other teams and putting in place effective plans to tackle issues that arise.
  • Leading on the contracting for services, service transfers and changes of services, often requiring the postholder to work in a matrix manner across teams, organisations and functions.
  • Ensuring we meet all our obligations with respect to management of contracts including timely signature of all documentation.
  • Leadership and management of all activities required to ensure we have robust, effective contracts that are delivering the ICB's core priorities.
  • Working for our organisation The post holder will be required to work in one of our central London offices at least once a week and will be able to work flexibly from home on other days of the week.
