Full Job Description

To provide Technical guidance with all aspects of administrative and engineering of Client Data Center buildings in the Docklands, to carry out efficient running of the critical and services and associated functions. This is a key appointment and will require the individual to be strong handed related to engineering and demonstrate execution of the administrative systems. The Technical Manager must have the ability to communicate to the users on all aspects of problems/complaints associated with the electrical and mechanical infrastructure. To provide cover when the other Technical Managers are either on annual leave, sickness or training. To be appointed Senior Authorised Person, for the operation of both Low and High Voltage equipment. Where required to produce robust processes and procedures to ensure compliant with the Client operation and in line with CBRE operating procedures. Full accountability of controls and process disciplines are rigorously maintained and continually enhanced through metrics reporting, risk assessment analysis, quality assurance and root cause analysis Primary Objectives

  • Ensure that accurate and comprehensive records are kept pertaining to Health & Safety, Electrical installation works, general building Compliance and QA.
  • Ensure the CERMTM methodology is embedded across the sites.
  • Ensure that sub-contractors perform to meet the site requirements as required.
  • Supervise sub-contractor work approvals and safe operation while repair or services are carried out on site.
  • Conform to the Permit to Work System in accordance with CBRE Quality, Health & Safety procedures and client requirements (or approved client systems).
  • Ensure that suitable equipment and parts are available to carry out additions or modifications to critical plant and systems.
  • Ensure that Method Statements and Risk Assessments are prepared, reviewed and utilised for all tasks to be carried out to ensure safe working practices.
  • To maintain & develop good client and site team relationships.
  • Ensure the provision of a Safe & Healthy working environment.
  • Ensure a professional image of CBRE is presented to clients and visitors.
  • Undertake other tasks as defined and requested by local or client management.
  • Ensure assigned tasks are actioned and completed as appropriate.
  • Ensure an awareness and compliance to the contractual KPI's/SLA's is undertaken.
  • Ensure the CAFAM Maintenance system, "SI" is kept up to date for accurate assets.
  • Confer with the management team to discuss projects specifications and procedures.
  • Make detailed plans to accomplish goals and direct the integration of technical activities.
  • Responsible for maintaining the standard and emergency operation procedures (SOP, MOP & EOP) with the Data Centre Manager
  • Perform and implement policies, standards and procedures for the site team including CWP.
  • Perform administrative functions such as reviewing and writing reports.
  • Present and explain proposals, reports and findings to client team.
  • Responsible for Post-Problem Reviews, as and when an electrical or mechanical incident has occurred on site. A detailed report to be issued to the client in the correct timeframes and close any open actions following findings within the report
  • Carry out ad-hoc audits, dry runs with the team in preparation for any critical works been undertaken.
  • Accountabilities
  • Directly accountable to CBRE Data Centre Manager
  • Provide leadership, and that contractual commitments are met and exceeded for the client.
  • Ensure that Client contract are staffed by fully competent teams, ensuring post holders are fully competent, and that effective succession planning arrangements are in place.
  • Provide a learning environment, and appropriate training and development planning. Ensure basic training needs are delivered, employees are fully competent to undertake their roles, and are able to reach their full potential.
  • Undertake best drills/scenario training with each team, High Voltage, HVAC assessments and training covering all Client Buildings.
  • Working with CBRE Senior Engineering Managers and Client Engineering manager to ensure the collaborative development of the business, best practice, effective team working, and support to colleagues
  • Ensuring customer focus within all areas of operational activities and that effective relationship are maintained with key client contacts.
  • Delivering effective business communication through advice, review, leadership and direct contribution to management and team meetings, briefings, consultation forums, correspondence, publicity, monthly and ad-hoc reporting as appropriate.
  • Strong organisational and communication skills with the ability to prioritise workloads. Ability to work under pressure whilst remaining calm, clear thinking and be able to deliver the required services to the client within the given time constraint.
  • Technically able and have a good understanding and management of the building service systems, able to diagnose problems and resolve issues.
  • Responsible for escalation of all incidents to the client and CBRE, ensuring the approved escalation procedure is adhered to.
  • Management of engineering services within the data centres, critical loads, including Generators, UPS systems, Chiller plant, BMS/Ignition and HV/LV systems, confined spaces and Pressure systems.
  • The upkeep of O&M manuals, test equipment and technical build drawings.
  • To conduct regular reviews of operating procedures making recommendations for improvement with appropriate working practices with emergency/contingency procedures with critical systems.
  • Assist the project team with all technical and operational problems which may arise.
  • Manage and upkeep of CBRE logbooks to meet QHSE compliance.
  • Calibration folder & organising of tools at each site.
  • To undertake annual performance reviews of Engineering Managers and operations team leaders.

    A good basic education is essential, with good written and spoken English and Mathematical skills., Formally trained in Mechanical/Electrical/Refrigeration Building Services maintenance, at apprentice level.
  • Strong skills on Building Management Systems would be an advantage.
  • Completed recognised formal Electrical or Mechanical training to at least city and Guilds level, preferably ONC/HNC or Higher., Experience of maintaining data centere critical environments. A good all round knowledge of Generators, electrical systems, UPS, Chiller Heating &Ventilation / Air Conditioning and building support systems and their methods of control.
  • HV Authorised (SAP qualified)
  • 18th Edition Regulation
  • Working in a critical environment - data centre experience
  • A minimum of 10 years supervisory/engineering experience
  • Aptitudes:
