Are you experienced in delivering learning and development interventions and evaluating the effectiveness to provide recommendations?
Do you have experience of applying a framework of standards in the assessment of skill/capability levels?
Can you collaborate, persuade and influence different stakeholders?
If so, wed love to hear from you!, These roles sits within the Talent and Employee Reward teams and is responsible for the skills and capability assessment for DVSA colleagues in line with the Government Digital and Data (D&D) Pay Framework.
You will lead the implementation of the Digital and Data Pay Framework expansion for DVSA. You will ensure that the assessment criteria and approach are fair and consistently applied. Advising managers involved in the assessment process you will be a coach, subject matter expert, and critical friend, guiding and influencing the panels as we establish the foundations of our assessment regime.
You will the design, develop, and roll out our tailored Digital & Data learning offer to support managers and colleagues as they build and supplement their capabilities.
Working closely with a wide range of contacts across the DfT Family, Central Digital and Data Office (CDDO) in Cabinet Office, Civil Service Learning, and other colleagues across government you will ensure we are aligned, and at the forefront of best practice to build sustainable digital and data teams for the future.
Responsibilities include but are not limited to:
+ Prepare and present an overview of all annual capability assessment results highlighting any data trends and anomalies, presenting the evidence to aid discussions.
+ Build and maintain constructive relationships with our Digital and Data colleagues and line managers to implement, manage, guide and continually improve the annual Digital and Data Capability Assessment process.
+ Annually, implement an effective system to evaluate and report on the complex digital and data learning and capability relevant for Digital and Data Profession colleagues; reviewing each year in line with changes to the Digital and Data Profession Capability Framework.
+ Lead moderation panels with senior leaders, exercising sound judgement to ensure fairness, accuracy and consistency with the capability assessment and prepare and report results for the annual assurance panel.
+ Provide expert advice and guidance to senior leaders on the technical complexities of the Digital and Data capability assessment process and pay framework.
For more information about the role and responsibilities please see the attached Candidate Pack., This role can be based in Birmingham, Bristol, Leeds, Newcastle, Nottingham or Swansea, your presence at one of these locations will form part of the working arrangements agreed with you. We operate a hybrid working model giving you greater flexibility about where and when you work. Our expectation is that you will spend a minimum 60% of your time at your base location. Visits to other DVSA sites or work locations count towards this.
During your application, you should indicate which location(s) you wish to be considered for and, if successful, you will be placed on an individual list of candidates for each location. Candidates will be held on that list and drawn from it in merit order. We advise you to carefully consider which locations you wish to be considered for.
