Full Job Description

This position is to support the Director of Asset Management in driving the Council's success in meeting its statutory health, safety and wellbeing obligations as a responsibly employer and landlord whilst continuously striving to improve the safety of its employees, residents, properties, compliance, and stock condition. As a professional leader your role is pivotal in providing senior management the support, advice, and assurance that hazards and associated risks related to health, safety and wellbeing are suitably assessed, communicated, and effectively managed. You will advise and support managers to ensure that work activities carried out by BCC officers are done so correctly, and that work tasks conducted by our business partners across our residential stock are done so safely, with the appropriate safe systems of work and levels of supervision in place. You will be expected to lead on the coaching and advising of senior leaders and managers by imparting your knowledge and experience to aid their development and training, whilst indirectly doing the same for all other officers through the delivery of online and quality external training courses to support the continuous improve in health, safety and wellbeing performance. You will be expected to both lead and support all stakeholders to ensure and assure, robust measuring and monitoring of health, safety and wellbeing performance is in place for all service areas with transparency of risk management, incident reporting, investigation, and emergency preparedness and response to influence the quality of decision making by senior management. You will be required to work with stakeholders by advising on and interpreting project contractual and statutory requirements in relation to health, safety and wellbeing obligations across all service areas within the Asset Management function by establishing, developing, and maintaining relationships to assist the achievement of business targets. Your role will require active monitoring, analysis, reporting, and improvement plans with key performance indicators tailored to deliver results for all parties. This will include ensuring that robust processes are in place to respond to, and investigate unplanned events, and the lessons that may come from them are applied. You will ensure the wider business understand the importance of risk assessment, effective control measures, monitoring, appropriate training, competency of workers, and visible leadership. Your role will be to keep the Council at the forefront of industry standards by delivering a high-quality asset management service and contributing to a culture of trust, by creating a working environment that is supportive and high performing.
