Full Job Description
The Highways and Infrastructure service provides and manages a range of services that are focused on:
- maintaining and managing the city's highway infrastructure to a safe and serviceable condition, to meet the Council's statutory duties; and
- managing activity on the highway network such as parking, bus lane enforcement and traffic regulation. This includes services to invest in, operate and maintain assets including roads, pavements, street lighting, structures, bridges, tunnels, traffic signals and trees on the public highway. These are currently delivered through the Council's PFI contract, which is scheduled to run until June 2035.

We are currently recruiting for a Contract Performance Manager and are looking for people with experience of developing, procuring, managing and establishing complex service contracts in a commercial environment, who can become part of our team and contribute positively to managing this change. You will be leading and managing the teams providing the day-to-day operational contract management, including reporting on performance and other management information on how our highway maintenance and management services provider is performing. As a senior manager within the service. You will lead on work with both the service provider and sub-contractor using a collaborative and proactive approach as you seek to ensure the services are being delivered to the Council in line with our contract. Previous highways experience isn't essential, but the ability to lead multi disciplined teams, build relationships and rapport are essential. This is an exciting but at times demanding role, so you will need to be able to stand your ground and be passionate about getting the best result for Birmingham. You will work with other teams within Highways and Infrastructure and at times represent the service to wider Council, so you'll need good written and verbal communication skills and feel confident and comfortable dealing with a wide variety of people at all levels on a diverse range of highway related issues. You will need to be a dynamic individual who is able to hit the ground running, be flexible, adaptable and be comfortable working on your own initiative and as part of a close-knit team.
