Full Job Description

This role sits within the Judicial College, part of the Judicial Office, an independent body associated with the MoJ which exists to serve the Judiciary. At the Judicial College we train courts and tribunals judges, tribunal members, coroners and coroners' officers, magistrates and magistrates' legal advisers. Join us and you'll play a crucial role in the success of our nation, helping to keep people safe and emphasising fairness - while maintaining our position as a recognised leader in judicial education and training. The role We're currently transforming how we train our magistrates, who are the largest group within the judiciary. Magistrates are volunteers who hear cases affecting their community in their local courts. They can hear cases in the Magistrates' courts, dealing with criminal and civil proceedings, or the Family Court, or both. Almost all criminal court cases start in a magistrates' court, and around 95% of them are completed there. Magistrates make decisions that affect people's lives, so how we train magistrates is incredibly important. We need to keep up to speed with advances in digital training, ensure our training reflects the diverse society we serve, and make sure we can meet the future needs of the justice system. We're now looking for someone to lead our magistrates' training programme in the London region. You'll join six other learning and development leads, each of whom is responsible for their own region. You will be responsible for a pool of a dozen or more trainers, ensuring they deliver quality training to magistrates. To do this well, you'll need to engage with magistrate leaders and other stakeholders, identify strategic priorities, align your team's training to these priorities, and measure the impact and outcome of your training against them. Ultimately, you'll be responsible for making sure training in London contributes to, influences and improves performance of the region's magistrates, while upholding judicial independence. Main Activities / Responsibilities The job holder will be required to undertake the following primary duties and responsibilities:

  • Work with Learning Partner peers and Head of Legal to lead the development of the overarching Magistrates' training strategy and plan, based on understanding of the strategic requirements in their region
  • Lead the development and implementation of a Magistrates' training programme within their region and day-to-day management of the delivery, in collaboration with the Judicial College Planning and Operational Support team
  • Lead and line manage a team of Training Facilitators within their region, including resourcing and development activity
  • Establish and nurture relationships with key stakeholders within the Magistrates' court in their region, such as the local magistracy, TAAACs (Training, Approvals, Authorisations and Appraisals Committees), HMCTS Legal Operations and HMCTS Legal Advisors in order to become a collaborative strategic partner
  • Through strategic partner relationships, ascertain current and future training needs within their region to identify gaps, propose relevant training solutions and agree priorities
  • Monitor and assure training delivery in the region through selecting and supporting the development of suitable Training Facilitators, evaluating training delivery, and reporting through the Judicial College governance processes to ensure the delivery of a quality service
  • Act as a senior leader within the College, providing visible leadership and undertaking appropriate corporate activity which contributes to wider Judicial College development (such as employee engagement initiatives).

    While a legal qualification could be an advantage, it's not a requirement for this role as you'll receive plenty of support and guidance from your peer group. Bringing in experience and ideas from a different sector could equally bring substantial advantages to the College. You'll have significant experience in a training or learning and development role, including identifying needs and evaluating impact, using latest thinking and technologies to shape delivery. Experience in managing a team of trainers would be an advantage., 1.
