Full Job Description

In the Department of Health and Social Care, we are proud of our purpose - to enable everyone to live more independent, healthier lives for longer. To achieve this, and create a great place to work, we have four values: we are inclusive, we constantly improve, we challenge, and we are agile. If this sounds like an environment you would like to work in, we would love to hear from you. We are pleased to offer an exciting and pivotal role in the Chief Data Officer's Directorate (CDO). The CDO's mission is to enable the potential of our health and care data to provide robust evidence to drive better care to help people live longer, healthier lives. This is an exciting time to be joining, as we are a new directorate, and you will play a pivotal role in developing and delivering the department's data strategy alongside shaping the directorate's culture, values, and identity. We are looking for a highly motivated self-starter to join the CDO Data Strategy team. The team sits at the heart of CDO's Directorate with the responsibility for developing and driving forward the Department's approach to data, ensuring CDO is setting the right pace and direction, is aligned to, and engaged with wider departmental strategic objectives, in particular working closely with system facing data policy, transformation, and technology teams within DHSC. You will join a small team but agile team, to shape, drive and deliver on DHSC's long-term data strategy. Your role will be pivotal to the Data Strategy team and to the CDO Leadership Team, to set the right strategic direction which enables the delivery of world class data and information management across the Department and health and care family. Your normal place of work will be your contractual primary workplace, usually either London or Leeds. Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support. You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate. Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need. There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements. Responsibilities The post-holder will work in a small, dynamic team, and the role includes:

  • Supporting the Data Strategy team to build upon the strategic framework to deliver the Department's data ambitions via a strategy.
  • Engaging and empowering the CDO teams to develop the directorate's culture, values and identity, uniting colleagues on CDO ambitions.
  • Ensuring the CDO's strategy is aligned to departmental objectives, legal, regulatory requirements, and industry best practice. Working closely with the business management team and transformation and project teams to delivers tangible benefits to the Department and health and care family.
  • Actively maintaining strong relationships across stakeholder networks in the DHSC, across the health and care family, and wider government, ensuring close collaboration with key stakeholders.
  • Supporting the Data Strategy team to develop and implement CDO's communication and engagement strategy, on behalf of the directorate, across multiple audiences and channels, enabling conversations and effective two-way engagement to support wider business objectives.
  • Producing high-quality products, for example presentations and briefings, that can be utilised to present complex information in a meaningful and understandable way to a range of senior stakeholders.
