Full Job Description

As a Category 1 responder, North Bristol NHS Trust must have arrangements in place for preparing for and responding to a wide range of incidents, whilst adhering to its duties under the Civil Contingencies Act 2004. Reporting to the Trust Accountable Emergency Officer via the deputy chief operating officer, the post holder will lead and manage the Emergency Preparedness, Resilience and Response function for North Bristol Trust (NBT) and will be the Trust's single point of contact and expert on all matters relating to Emergency Preparedness., The post holder will ensure the Trust is able to meet its statutory obligations under the Civil Contingencies Act (2004) and complies with all relevant EPRR guidance for the NHS, including guidance that accompanies the Civil Contingencies Act including business continuity and resilience preparedness. You will also be responsible for risk assessing, planning and leading the development and implementation of all arrangements relating to NBT's preparedness and resilience ability to respond to incidents and emergencies. Ensuring national and local standards are met including NHS EPRR Core Standards, NHSE EPRR minimum occupational standards and Care Quality Commission (CQC) Standards, and Collaboratively working to support the emergency preparedness of the local Health Community and other Local Resilience Forum (LRF) partners. The EPRR Manager will also coordinate and deliver incident response and business continuity training Trust wide and to our operational on-call teams.,

  • Ensuring the Trust meets and maintains their statutory requirements, as a Category 1 Responder, under the Civil Contingencies Act 2004.
  • The development, implementation, and maintenance of all necessary policies, plans and procedures for all aspects of contingency planning and emergency preparedness, including major incident, pandemic flu and business continuity arrangements, taking account of associated patient-care issues
  • Ensure all personnel essential to the activation and discharge of contingency plans and obligations are fully trained and ready to respond as required, through the development and implementation of a comprehensive and effective training and exercise programme
  • Advise and support the Trusts' management arrangements in respect of contingency planning, including NBT's Operational Management Board and the Trust's EPRR Group.
  • Ensure risk management arrangements take account of service continuity issues and that the Trusts' contingency planning-related risks are adequately reflected in the Local Resilience Forum's multi-agency Community Risk Register.
  • Being an active participant in, and providing support to, the local Health community's efforts in respect of their emergency preparedness, and work with the local and wider NHS community developing emergency preparedness resilience across the BNSSG and beyond.
  • Identify, understand and quantify all requirements to satisfy the Trusts' emergency preparedness obligations, particularly in respect of the Civil Contingencies Act and other relevant guidance and standards.
  • Create an EP development plan incorporating all EP requirements and necessary links / co-ordination with neighbouring organisations
  • Collaborate with commissioners at BNSSG Integrated Care Board, the Integrated care system, acute provider collaborative, NHS England, the wider health community, and other partner organisations. Agreeing and developing the levels of co-operation and coordination necessary to deliver robust and effective contingency arrangements within the Trust and externally, across the wider Local Resilience Forum (LRF) community
  • Develop training and awareness programmes for staff who are involved in emergency preparedness and response.
  • Organise sufficiently frequent EP exercises to ensure all involved receive effective practice and are confident about their particular roles in any contingency plan.
  • Keep updated with Trust developments, service rationalisations, re-organisations, etc., in order to identify potential conflicts with, and / or 'knock-on' effects on, the Trust's contingency arrangements.
  • Analyse and report on service continuity-related failures in operational procedures and propose solutions / remedial action, as required.
  • Provide regular and ad-hoc reports as required to keep the Trust board and management informed of key issues relating to resilience activities and their consequences.
  • Specific Areas of Activity:
  • Be the expert for emergency preparedness within the Trust and act as a conduit for all guidance and information.
  • Provide a single point of contact for all EP matters both internally and external to the Trust
  • Delivering and embedding a business continuity (BC) management system that aligns to the International Standard for BC (ISO22301) and up to date NHS guidance.
  • Work with the Trust's PFI partner to ensure their equivalent EP policy and procedures are fit for purpose
  • Manage the EP budgets and input appropriate recommendations relating to the Trust's risk management.
  • Be fully engaged with the local Health community and participate as required to ensure the Trust is an integral and supportive partner to the resilience requirements and activities across the area.
  • Maintain liaison with appropriate regional and local managers / Co-ordinators involved with resilience activities, and particularly with those of Ambulance service, the ICBs, UKHSA, emergency services and the BNSSG local authorities.
  • Conduct briefings, as required but no less frequently than annually, to advise the Trust on current policy, best practice, guidance and statutory changes effecting the Trusts' resilience activities.
  • Be a member of the Local Health Resilience Partnership, Tactical Planning Group
  • Operate and manage emergency preparedness groups, as required, to assist in overseeing all aspects of EP. Member of other related groups of the Trust as required.
  • To work largely unsupervised and manage own workplan.
  • Pro-actively seek out likely changes that may affect any contingency plans.
  • Develop and deliver an annual training and awareness programme across in person.
  • Develop and arrange frequent desktop and scenario testing exercises to cover a variety of incidents, ensuring learning points are tracked and owned across the Trust as needed and sufficient assurance is gathered to ensure improved compliance with the effectiveness of EP plans.
  • Oversee the acquisition and maintenance of the Trust's emergency decontamination facilities and associated personal protective equipment.
  • Support the planning and organisation of external exercises, where the scenario would impact on the Trust.
  • In conjunction with the Trust's various departments and services, oversee and co-ordinate the development of business continuity plans in all areas of activity critical to maintaining essential service delivery, patient safety, throughput, etc.
  • Agree with each management unit which services require business continuity plans, together with timescales and action plans to achieve.
  • Ensure departments' respective continuity plans integrate with each other.
  • Highlight potential resource limitations and develop procedures to mitigate these and other conflicts.
  • Oversee and support departments, by developing training awareness and testing programmes
  • Integrate continuity-related issues into tests and training in respect of other contingency plans
  • Training and Awareness
  • Identify training needs across the organisation in relation to all aspects of EPRR that incorporates the NHSE minimum occupations standards for EPRR. Devise comprehensive training plans for personnel essential to the activation and discharge of all aspects of resilience planning, contingency plans, emergency preparedness, mass casualty evacuation, communicable diseases and business continuity.
  • Deliver training programs within the Trust of all aspects of emergency preparedness as identified in the training plan including developing and delivering EPRR training for on-call staff, at a strategic, tactical and operational level.
  • Work in partnership with other organisations on aspects of training and awareness.
  • Maintain a training register and provide assurance on compliance.
  • Testing and Exercising Plans
  • Develop suitable scenarios for desktop-based exercises for testing staff in respect of a range of contingency arrangements including business continuity and mass casualty events.
  • Design a program of exercises that will ensure the organisation is prepared and confident to activate their plans successfully, if required.
  • Involve the local health community in NBT exercises and develop links to involve the Trust in the exercises of others.
  • Organise sufficiently frequent Emergency Preparedness exercises to ensure all involved receive effective practice and are confident about their roles in any contingency plan, as well as fulfilling obligations under the Civil Contingencies Act 2004 and the NHS EPRR Framework
