Full Job Description

As an Enforcement Delivery Caseworker, you will be responsible for leading the investigation and management of the top 30 cases to target the serious/serially non-compliant within the remit of DVSA enforcement activity. The role holder will act as the Senior Investigating officer (SIO) working with area Vehicle and Traffic Examiners to collect and evaluate evidence. This post is also responsible for the presentation of evidence the appropriate regulatory scheme at Court on behalf of DVSA. The successful candidate will be the National Portfolio lead (subject matter expert) having responsibility for raising the standards of investigation and quality of casework for prosecution and regulatory action across enforcement delivery. Where wider issues are identified, the post holder may need to liaise with Policy to resolve, or to arrange for communications to be issued within Enforcement. They will actively engage with staff networks to promote best practice. Responsibilities include but are not limited to:

  • Acting as the Senior Investigating Officer (SIO) for all serious/serially non-compliance cases acting as a focal point for the collection and evaluation of evidence.
  • Lead the planning, preparing, and managing of serious/serially non-compliant investigations to ensure all reasonable lines of enquiry are followed.
  • Ensuring full compliance with all relevant legislations, during initial activity and throughout the case management (for example, road traffic legislation, data protection regs, investigation regulations etc).
  • Being responsible for identifying and applying different approaches and methodologies to support the investigations.
  • Providing regular updates of progress to Enforcement Delivery for the most serious cases.
  • Preparing serious/serially non-compliant cases for presentation, evaluating and analysing a large amount of evidence and writing the final report.
  • Acting as a witness to present evidence at Public Inquiry (PI) or any relevant Court acting on behalf of DVSA.
  • Interviewing relevant internal and external people, collecting evidence, and appearing in court as a witness - in line with the relevant legal or MOT procedures.
  • Encouraging and supporting a focus on Continued Professional Development (CPD) within Enforcement Delivery providing support and guidance.
  • Providing advice and guidance across the wider team, as required, in the course of carrying out case work. This will involve ensuring compliance with all relevant legislation, professional practices, internal quality procedures and Internal Auditing Standards.
  • Ensuring a continuous improvement philosophy through learning from what is delivered across the team - and experimenting with new ways of delivering work.
  • Developing new ways of working to deal with newly identified issues and other nefarious activities as prioritised by the Intelligence team - working with others to create and document approaches.
  • Using your expert knowledge, conduct reviews of activities undertaken by the team, to understand how they can be improved.
  • Embedding a culture of continuous professional development to ensure that staff have the right knowledge, skills and behaviours and that processes and procedure are regularly reviewed.
  • Developing the delivery of casework to ensure our staff have a high standard of ability to develop methodologies, investigate to a high standard and write reports that can ensure appropriate outcomes.
