Full Job Description

The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, fire, crime, drugs policy, immigration and passports.

The Public Safety Group's role is to keep the public safe by cutting crime, disrupting the highest harm criminals, protecting the vulnerable and ensuring that our police, fire and rescue services are as efficient and effective as they can be in delivering front line public services. We work with our partners in other government departments, local government and the voluntary sector to develop and implement policy, provide funding, and deliver legislation., Build and own a robust Deployment plan for the deployment of ESN to the emergency services ensuring full integration with dependent workstreams and the programme plan.

Chair appropriate governance meetings and provide necessary reporting to enable visibility of portfolio risks, issues, progress and lessons learned.

Lead a medium sized team in the execution of the deployment plan.

Work collaboratively with the key suppliers and users in the execution of the Deployment Plan.

Management of risks, issues, budget etc relevant to the deployment workstream.

Excellent leader with a proven ability to develop a sizeable, motivated, engaged, and high performing delivery team.

Strong interpersonal skills, and the ability to build effective relationships with colleagues at every level within an organisation.

Line Management

Line management responsibilities for the Deployment Team of up to 10 personnel working at both Bristol and London offices.

Working Pattern

The post is only available on a full-time basis with the option of compressed hours working, due to the level of engagement with Suppliers and Emergency Services.

Britain's emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Network (ESN) Programme is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics, and fire-fighters.

There are over 100 Emergency Service organisations and over 300 other user organisations who will implement ESN across England, Scotland, and Wales.
ESN will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.

ESN is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the Emergency Services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people's lives.

This is a challenging and exciting opportunity to work on one of Governments biggest programmes supporting the essential services provided by our Emergency Services.

This is a full time, permanent role for the Head of ESMCP Deployment.

The successful candidate will lead and motivate teams formed of blended resources, subject matter experts and end users from within and outside the Programme to deploy the Emergency Services Network to approx. 300,000 end users across 300 different user organisations nationally.
