Full Job Description

As our next Events and Advertising Officer you'll will be part of a passionate, dedicated team, working in varied environments, facilitating some of the Cities largest events, with an eye for detail and a the ability to identify commercial opportunity. You will work closely with contractors, stakeholders and other employees of Leeds City Council and create close working relationships with all., To work as part of the Climate, Energy and Green Spaces team, demonstrating the council values and behaviours to help us to achieve our ambition to become the best city council in the country. To lead on the advertising and sponsorship activity with the service and support the planning and delivery of events in a safe and inclusive environment.,

  • Develop and manage the advertising and sponsorship end-to-end function in line with financial and service objectives, ensuring transparency and a robust control environment, including: the pricing strategy, approvals, marketing, procurement, installation, maintenance and invoicing.
  • Ensure effective cross-departmental working through regular liaison with key stakeholders, including Planning, Highways and Legal services.
  • Ensure effective management of client relationships and service delivery.
  • Review and develop operational processes to improve performance and maximise opportunities ensuring that due regard is given to issues affecting the provision and development of commercial activities.
  • Analyse and report on the effectiveness of commercial activities, using data and insights to inform future strategies.
  • Manage the processes and procedures associated with the coordination of community and commercial events and activities for Climate, Energy and Green Spaces.
  • Manage all processes relating to site use permissions, ensuring both a user-friendly approach and that all legal and health and safety requirements for events and activities on Council land are adhered to.
  • Provide technical and operational support and liaison with other service areas to support the delivery of seamless event management.
  • Manage and motivate staff, including ensuring that appropriate staff development is in place.
  • Manage budgets in relation to the functional areas for which the post is responsible.
  • Ensure effective consultation mechanisms in order to develop the work of the Climate, Energy and Green Spaces service.

Candidates are required to Educated to degree level in relevant subject or significant relevant experience., As a Events and Advertising Officer you will bring to the role:
  • A proven record of delivering large scale events in a similar/ relevant environment.
  • Ability to liaise and form partnerships with other agencies and commercial operators. Collaborating across organisational, geographical, and cultural boundaries to work to achieve shared outcomes that benefit all stakeholders.
  • Ability to lead, manage and motivate a teams to deliver large scale major events. Support staff to achieve their full potential, whilst complying with the council's people management principles and policies.
  • A sound understanding of advertising on the highway and the New Road and Street Works Act (NRASWA).
  • Experience of problem solving, individually and in a group setting., Effective written and oral communication skills with a wide range of people e.g. Clients, Elected Members, Senior Council Managers and members of the public.
  • Strong stakeholder management skills.
  • Ability to work effectively in a fast-paced environment.
  • Ability to manage budgets effectively.
  • Ability to manage and prioritise multiple and conflicting tasks to meet tight deadlines.
  • Ability to operate at a strategic level.
  • Ability to devise cost effective and robust systems for the service
  • Ability to manage staff appropriately within the policies and procedures agreed by the Council e.g. managing attendance, appraisal schemes identifying and progressing training and development interventions.
  • Knowledge Required
  • Knowledge of local government decision making processes.
  • In depth knowledge of relevant health and safety legislation e.g New Road and Street Works Act (NRASWA).
  • An understanding of current policy relating to Climate, Energy and Green Spaces and issues affecting the provision and development of commercial activities within local government
  • Knowledge of large scale event organisation and excellent understanding of relevant guidance for large public events
  • Knowledge of current operational, managerial and performance management systems.
  • Understanding of the principles of performance management.
  • Working knowledge of, and effective use of computer systems, including Microsoft Office.
  • Experience Required
  • Experience of managing a team and setting staff and service objectives, targets for performance and developing strategies and action plans to achieve them.
  • Experience of developing and implementing new systems, service standards, processes and procedures ensuring the service responds effectively to the change.
  • Experience of managing, motivating and appraising staff.
  • Identifying and progressing training and development interventions.
  • Experience of planning, setting and managing budgets in a commercial environment
  • Experience of preparing and presenting information to a wide range of stakeholders e.g. to Clients, Elected Members, Senior Council Managers and members of the public.
  • Relevant experience of developing and delivering large scale major events.
  • Essential requirements It is essential that the candidate should be able to demonstrate the following criteria. Candidates will only be shortlisted if they can demonstrate that they meet all the essential requirements.
  • Educated to degree level in relevant subject or significant relevant experience.
  • There is a requirement for weekend and Bank Holiday working when required., It is desirable that the candidate should be able to demonstrate the following criteria. Candidates are not required to meet all the desirable requirements however these may be used to distinguish between candidates.
  • Experience of managing a client based commercial portfolio.
  • Experience of managing large scale events
