Full Job Description

The successful candidates will have extensive successful experience of working in a complex environment with substantial experience at a senior management level and building/leading effective, diverse teams. You should hold a degree in a related field or have an equivalent level of experience and/or be working towards a relevant postgraduate level professional qualification. You must have experience of developing and implementing repair, maintenance and improvement strategies to meet high quality standards and asset requirements.
You must be a good communicator, with strong business acumen, able to think strategically and lead, motivate and mentor staff. You must possess good technical knowledge and understanding of budget management, along with methods, systems, procedures and technical practices to manage areas of housing maintenance and improvement programmes and high impact service strategies to deliver a performance-based culture. You will also have a good understanding of the key challenges & opportunities facing local government and how to translate these into strategy.
These are full-time, permanent roles, 37 hours per week, which include a generous benefits package for working for Hull City Council, including the ability to work from home for part of the week, as appropriate, via hybrid working arrangements.

The Housing Investment Service is responsible for the management and delivery of responsive and cyclical maintenance, planned improvement works and refurbishment programmes to a stock of 24,000 domestic properties, garages and associated buildings and surroundings.
The Service is structured around key delivery areas, with teams responsible for Responsive Repairs, Voids, Gas Servicing & Repairs, Electrical, Planned Improvements, Asbestos, H&S, Asset, Finance, Customer Engagement, Contract Support, Home Ownership and Claims. All teams work closely together to provide a uniform and consistent service for all our customers and stakeholders.
The Service is responsible for an annual revenue maintenance budget of c£27m and an annual capital improvement programme in excess of c£55m, both of which aim to actively keep properties in good repair and reduce disrepair, fire safety risks, repairs and disruption for our customers, whilst ensuring ongoing compliance with all relevant building, fire, gas and landlord regulations and associated legislation. As a social landlord, we are particularly focussed on excellent customer care and support to persons living in our homes, aiming to provide the best possible customer journey/experience, and are always looking to tailor our service delivery to accommodate individual customer needs.

The Job
An exciting opportunity has arisen for 2 Maintenance & Improvements Manager positions to lead on the future development, initiation and delivery of all citywide maintenance and improvement programmes. You will be part of the senior management team, reporting directly to the Head of Service, and will lead your own team of Programme Managers and Project Surveyors to delivery multiple technical and complex maintenance and planned works replacement programmes, with individual budget responsibilities of more than £15m per year.
You will be responsible for ensuring all programs are delivered on time, within budget and to the required standard, managing supplier relationships, leading on procurement and ensuring service delivery is achieving high levels of quality, customer satisfaction and performance against agreed key performance targets., Benefits of working for Hull City Council - Working for hull city council
