Full Job Description
As our Risk and Regulation Manager (Housing) you'll be managing a team who play a critical role in ensuring Housing Leeds and Leeds City Council's Social Housing Regulations compliance. It's not about ticking boxes; it's about you displaying positivity, enthusiasm, and tenacity to develop and embed processes which will help to ensure that we provide high-quality services to all our customers. The role is integral to our Housing service which plays a vital role in creating sustainable communities through regeneration, housing growth, and resident engagement and involvement. You will be based in the Housing Projects & Business Development team which is responsible for facilitating continuous improvements across our service functions., To lead a team that is responsible for managing risk, social housing policy and regulation across Housing Leeds through:
- effectively co-ordinating the work required across the service and beyond to ensure our ongoing compliance with social housing regulations and statutory data collections and submissions.
- developing, implementing, and managing effective risk management through supporting colleagues in analysing and managing all service-related risks, selecting appropriate issues for escalation to the senior management team and/or the corporate register.
- managing all housing policy work.
- providing governance support for councillor boards and committees, and
- the ongoing development of the boards/committees work programmes., To manage a rolling work programme that ensures our ongoing regulatory compliance, robust risk management and proactive approach to social housing policy consultation and change.
- For where required, to apply a project managed approach to deliver work packages.
- To give appropriate and timely responses to councillors and senior management on risk and regulation matters.
- Ability to manage own work with competing priorities whilst delivering on a range of projects within set timescales and ensure work is undertaken in a cost-effective manner.
- Responsible for monitoring the work undertaken and producing appropriate reports as required.
- Understand the wider implications of risk and regulation issues.
- Liaise with colleagues and professional staff at all levels across the Directorate to question and seek clarification on issues.
- Ability to interpret corporate visions and values and put into practice through agreed policies and strategies.
- To represent the Service, Directorate and Local Authority in meetings or working groups, presenting reports clearly, succinctly, both in writing and verbally.
- Ability to deliver projects within the context of sometimes conflicting priorities to ensure the most effective solution corporately.
- Preparation of accurate reports in relation to the work undertaken and the preparation and analysis of Housing and related data.
- Assist in identifying improved systems and procedures and contribute to their implementation.
- Ability to contribute to change programmes, improve service quality and support a culture which drives up standards, performance, and continuous improvement.
- To conduct and manage work assignments in accordance with specified work programmes and timetables being responsible for supervising technical and support staff as required.
- To keep all stakeholders (including customers) appropriately informed of work programme.
- To become involved in projects aimed at improving the quality and effectiveness of the service we provide as required.
- To carry out the above duties in accordance with the Council's set procedures, Equal Opportunities Policy and Health and Safety procedures.

- Understand complex risk and regulation issues and take appropriate actions.
- Ability to write detailed reports on complex issues, reach reasoned conclusions and make recommendations without supervision.
- Effectively manage own heavy workload and meet targets without compromising quality.
- Manage a team including carrying out appraisals and other HR duties, leave requests, sickness monitoring.
- Work with partners and assess performance against key performance indicators.
- Ability to research and share information on social housing policy, risk and regulation providing training and delivering presentations to key stakeholders., Understand and embrace Leeds City Council Values and Behaviours and codes of conduct.

You will bring to the role: - A clear outcome focus
- Excellent communication and presentation skills
- Extensive knowledge and experience of establishing robust and effective performance and risk management arrangements
- Significant knowledge of social housing and issues affecting the sector
- The ability to lead, coach and motivate your own team and individuals, Educated to Degree level or with equivalent work experience., Significant knowledge of social housing and issues affecting the sector
- The principles of effective risk and performance management
- Experience of developing and implementing performance management solutions to support organisational outcomes.
- Ability to develop and manage productive working relationships that command respect, trust and confidence.
- Ability to deal positively and objectively with all levels of stakeholders in various scenarios. Experience Required
