Full Job Description

This role is responsible for providing operational leadership to a large portfolio of services within the Division of Access and Medicine at the Royal Surrey NHS Foundation Trust.
The post holder will be responsible for the operational and strategic leadership across all aspects of Medicine, covering Cardiology, Diabetes and Endocrinology Gastroenterology and Hepatology, Neurology, Respiratory, and Rheumatology.
The post holder will provide strategic direction and leadership to ensure services continuously improve, whilst maintaining a firm grip on the coordination of day-to-day operational management. Working together with the Specialty Managers, Clinical Directors (CDs) and Matrons for the medical specialties, the post holder will provide support and guidance to ensure implementation of the divisional strategy and pursue service improvements to deliver local and national quality and performance targets. This is a fast paced and challenging role, but one that can offer huge reward working with talented sub-triumvirate leadership teams., To deliver in this role you will have experience working across a range of NHS services, be able to lead multi-professional teams, and be able to collaboratively work with internal and external stakeholders. This includes commissioners and regulators; in particular this includes working as a senior manager within the Guildford and Waverley health and care system, supporting the integration and alignment of clinical pathways across acute, community and primary care services.
Core to the role is oversight of delivery against key constitutional quality and safety standards, including the referral to treatment time for all specialties (including cancer and non-cancer referrals), and the referral to test time for people who require diagnostic testing. The role is accountable for the performance of the specialties within their remit against those standards. The role will take responsibility for oversight of budgets across all specialties within its remit, and for workforce planning. In addition the post holder will lead and manage key areas including complaints, governance, risk, and redesign projects across the specialties within their remit and will deputise for the Associate Director of Operations (ADO) as required., The Royal Surrey NHS Foundation Trust is seeking an inspiring and credible operational leader with the ambition to lead a well performing group of medical specialties towards an outstanding future.

To deliver in this role you will have experience working across a range of NHS services, be able to lead multi-professional teams, and be able to collaboratively work with internal and external stakeholders. You will need to have a strong commitment to improving performance whilst remaining passionate about quality and safety, ensuring the patient is kept at the centre of all decision making. You will have a proven track record of successful operational management experience in different clinical specialties, and will demonstrate exceptional communication and organisational skills, and an ability to use your initiative and provide vision and structure to your teams. This successful candidate will also have ample opportunity to lead on Division wide service improvement projects. You will be required to have a further qualification in leadership and/or management.

Main duties of the job -
· The HoS is accountable to the Associate Director of Operations.
· The purpose of the HoS is to support and deputise for the ADO, Chief of Service, and Head of Nursing to ensure that both strategic and operational demands are met, whilst opertationally leading the medicine half of the division.
· The HoS will be accountable to the ADO for the delivery of clinical services within and across the division, for assessing the impact of change and making decisions, balancing risks and priorities, and for providing advice to the ADO and the Divisional Management Team.
· The post holder will support the Chief of Service and ADO with the development and delivery of a strategic vision and ensure service changes meet internal and external expectations and standards.
· The post holder will be responsible for implementing and managing systems and processes to ensure that all services are delivered in accordance with Trust-wide policies.
· The post has direct line management responsibility for service managers and physiologists and the delivery and performance management of those services.
· The post holder will be responsible for the development of mechanisms for performance management at service level.
· Financial responsibility for each of the medical specialties.
· Leadership in the development of a short, medium and long term workforce strategy for multiple staff groups.
· A strong understanding of elective care and waiting list management is required.
